A former Romanian football owner manages a ghost company, with revenues of hundreds of millions of euros »Steaua Stadium, used as a false advertisement

More than 15 years ago, he was a financier of the CSS Tecuci team. In the summer of 2009 an article appeared on the construction of a minifootball field in Tecuci, a project coordinated by former footballer Stelian Stancu (ex-FCSB and Poli Timișoara). In the material was mentioned also Neculai Pruna, passed on the list of former athletes of the club who contributed to the investment.

According to GSP information, Neculai Pruna was also close to Adrian Porumboiu, the former financier of FC Vaslui, with discussions, at one point, for Sporting Tecuci to become a satellite of the team sponsored by the former arbitrator.

Richrbt case. A fictional company, with income of hundreds of millions of euros

The journalists discovered a sophisticated network by which companies were “confiscated” from the real owners, without the state institutions, although there were complaints and notifications. For eight months, ANAF claims that it “monitors” the case.

The company concerned, Richrbt 1 SRL, appears in documents as active in the field of road and highways construction. If the balance sheets deposited at ANAF were correct, the company would be a leader on the Romanian road infrastructure market. Only for 2023 it reported revenues of over 3.6 billion lei (the equivalent of over 700 million euros), which propelled it 64 in the national hierarchy of the largest companies, over Romsilva and immediately before Coca Cola Romania.

Only these figures, verified and accepted by the authorities, do not meet reality. The company reported 1,251 employees and a net profit of over 312 million lei, but the investigation shows that the data is manufactured. Moreover, the declared headquarters of the company is, in fact, a public toilet in Charles de Gaulle Square, and the work points in other cities have been shown to be fast-food restaurants, event salons or premises of other companies.

The history of the company begins with Regas Comservimpex SRL, a small wine business owned by Gabriel Stroe. He states that he lost his company after a false document was submitted to the trade register by a certain Vasile Ciot. Since then, the company has changed its name several times, without the state institutions verifying the authenticity of the changes. Stroe filed complaints to the police, ANAF and the Trade Register, but so far he has been heard, nor informed about any progress.

In documents, until 2024, the administrator appeared Vasile Ciot, a disease pensioner from Râmnicu Sărat, who denied any connection with this business. Subsequently, the company was “bought” for 126 million lei by two companies in Switzerland, controlled by a Swedish called Reman Henk, entities of which Recorder suspect they are still fictitious.

Shortly after these transactions, paid advertising articles appeared in the press that presented Richrbt as an investor interested in photovoltaic parks. The materials, distributed by an advertising agency, had the role of giving the company an image of seriousness. Even the official website of the company presents construction projects that, in reality, belong to Erbașu, an aspect confirmed by it, which notified the prosecutors.

Among these projects, on the site was the contribution of the ghost company to the construction of the Steaua stadium, also non -existent! The Arena from Ghencea was built by the association Terra Gaz Construct SRL, Construction Erbașu SA and Concept SRL, with the National Investment Company (CNI) SA as an investor.

Since the publication of the material by the recorder, the Richrbt website is no longer functionable.

In parallel, Richrbt began to order massive steel pipes from abroad, with payment on delivery, renting including a storage deposit. After a few weeks, however, the people behind the company disappeared with the materials.

Paradoxically, although in May 2024 Gabriel Stroe pointed out the stealing of the company, ANAF validated the accounting balance a few days later. The institution also granted the VAT Code to the company, without making the mandatory checks, and included it in the category of micro-enterprises, Despite the reported gigantic figures.

The major question is what happened with the profit reported by Richrbt, over 180 million lei between 2018 and 2023. The company does not even appear on the list of debtors to the state budget. Meanwhile, ANAF continues to declare that it analyzes the case, a process started eight months ago and still unfinished.
