“Thus, attempts to equate insurance payments to the requirement of compensation presented by Azerbaijan to the Russian government are incorrect,” the report said.

Also, according to the head of the press service of the Azerbaijan Foreign Ministry, it is mistaken that the arrest of 13 Russians in Azerbaijan caused a deterioration in relations between Baku and Moscow; Their release should not be a condition for normalization.
