In preventive arrest at Rahova Penitentiary, Cezar Avămuță, known as the “Dac's flag”, caused a new spectacular incident, after he climbed on a fence, and from there in a tree in the penitentiary yard, in protest against the conditions of detention and the lack of access to medical assistance.
Cezar Avămuță, nicknamed the “Dac's flag” for his spectacular protest actions, again resorted to an extreme gesture as a sign of dissatisfaction with the conditions of detention. In preventive arrest at the Rahova Penitentiary, he climbed on Friday, August 1, around 5:00 pm, in a tree in the courtyard of the prison, which led to the mobilization of the staff, which has been struggled to convince him to descend from there.
According to a statement from the National Penitentiary Administration, the incident occurred on August 1, 2025, when the 58-year-old man climbed the wire fence of the commercial area and later climbed into a tree.
The initial information was that the protester would have reached the roof of the kitchen, a construction about three meters high, located between the laundry and the unit store, after using the metal fence covered with wire mesh to climb to the eaves, but the representatives of the penitentiary officially transmit that it was a tree.
After almost 18 hours, on Saturday, on August 2, around 11:00, Avămuță went down safely, without being injured and was immediately taken to the medical office for a control, which confirmed that it is not in danger, according to the official source, who also transmit that against the “Dacian stegar”, the disciplinary measures will be taken, but that disciplinary measures have been taken. “With professionalism, in strict compliance with the institutional procedures”.
“We inform you that the incident that occurred in the Bucharest-Rahova Penitentiary, on August 1, 2025, in which the person deprived of DAC, aged 58, under preventive arrest, escalated the wire fence of the commercial point and climbed into a tree, was resolved.
On August 2, 2025, at 11:00, the person deprived of freedom went safely, due to the coordinated intervention of the specialized teams of the penitentiary, supported by negotiators, medical personnel and psychologists.
Immediately after the descent, if it was presented at the medical office of the unit, for a specialized control, after which it was found that the person deprived of freedom is outside any danger. Also, in this case, the disciplinary measures provided by the legislation in force will be applied.
We mention that the incident was managed with professionalism, in strict compliance with the institutional procedures. In this way, we thank the penitentiaries, negotiators, medical personnel and psychologists involved, who, by dedication and sustained effort, have ensured the safety of the situation ”, the representatives of the Rahova Penitentiary transmitted.
Cezar Avămuță's protest would have been motivated by the refusal of the penitentiary administration to provide access to medical services, in the context in which he is on hunger strike. It was precisely for this reason that had already been moved to a special cell, intended for prisoners in refusal.
Before being incarcerated, the “Dac's flag” had become known for its unusual protests, climbing on buildings in the center of the capital to flutter a huge flag, a behavior that brought it not only notoriety, but also legal problems.
Thus, Cezar Avămuță was preventively arrested on May 23, 2025, after the Bucharest Court rejected the appeal regarding the replacement of the house arrest for disturbing the public order repeatedly.
On the day of the presidential elections in May, he cut his electronic surveillance bracelet and left the house, displaying in public places and being accused of escape and destruction, in addition to other previous offenses, such as disturbing public order, violation of professional headquarters and outrage.
