From August 1, new rules for motorists have come into force in Russia

In August 2025, Russian drivers expect a number of significant changes in several areas. New rules will affect the tax system, car loan conditions, as well as the development of digital technologies on the country's motorways.
Experts of the magazine “behind the wheel” noted that from August 1, a common practice ceased to operate, which allowed the owners of foreign cars produced in Russia to save significantly at recycling. Now, when importing cars of the Volkswagen, Hyundai, Kia and BMW cars collected in Russia, from the states of the Eurasian Economic Union, you will need to pay the full amount of utilization fee, even if these vehicles were registered in Belarus or Kazakhstan for more than a year. It should be remembered that the corresponding rule does not apply to domestic LADA, UAZ and Moskvich cars, which can still be imported back to Russia without additional fees.
In addition, car buyers await favorable changes in the lending market. The decrease in the key rate of the Central Bank to 18 percent provided the basis to improve the conditions for obtaining car loans. Analysts predict that interest rates on mileage loans can decrease with the current 25-30 percent, and loans for new cars will become more affordable both within the framework of state programs with subsidies and on commercial conditions.
On August 3, federal law approved by President Vladimir Putin comes into force and designed to simplify the placement of communication equipment along the highway. Mobile operators will be able to install towers within the roads of roads without previous difficulties with documentation. The innovation will significantly improve the quality of communication and Internet access on the roads, especially in remote regions, which will make long distances more convenient and safe for motorists.
