On Wednesday, during the parliamentary subcommittee of permanent energy transformation, renewable energy sources and nuclear energy, the president of the Polish Nuclear Elektrownia (Pej) company Marek Woszczyk announced that in 2027 the company would like to submit an application for building permits and confirmed that he confirmed that In 2028, nuclear concrete would be poured under the first block of power plantwhich is to be built in the Choczewo commune in Pomerania.
Woszczyk added that next year PEJ will apply to the State Atomist Agency (PAA) about Edition of the so -called nuclear permit. It includes activities such as storing nuclear materials, the use of radioactive sources, as well as the transport of materials and radioactive waste.

– You will need a legislative change that allows Pej to use documentation in English when submitting an application for permission to build a power plant. Today we are in the dialogue with PAA, which, understanding our position, at the same time refers to Polish regulations, which say directly: administrative proceedings are conducted in Polish. If we would like to literally stick to these provisions, we submitting an application for a building permit by us is physically impossible next year – added PEJ's vice president Piotr Piela.

He admitted that in the current legal status “it is difficult to say when it would be possible at all.” He pointed out that most European countries speak English because this language is the language of nuclear energy.
– The volume of documentation, which could be the subject of such a translation, i.e. the application itself and the accompanying preliminary risk analysis report may not be demonic, because we are talking about several thousand pages, while attachments and documents to which we refer to can reach 300,000. pages – he assessed Piela. – This is a work that requires a separate project regardless of the preparation of a nuclear power plant – he noted, adding that this is a legislative change that Pej is very careful.
Pej ready to negotiate with the Wesihghouse-Bechtel
Woszczyk added that the Pej company is already ready to start negotiating with the WesihGhouse-Bechtel consortium of a key contract for physical launch of work, i.e. the EPC agreement for design, order and construction of a nuclear power plant in a turnkey system. – But the scope of all this must be negotiated under this contract – said President Pej.
Woszczyk added that a change of law would be needed new type of permission for preliminary construction works. – This is a new institution in Polish construction law. The point is that without building permission to be able to carry out preparatory work for the investment – explained the president of PEJ.
Necessary cutting 300 ha of forest
He admitted that as part of the investment It will be necessary to cut an additional 300 ha of forest. Woszczyk assured that the company undertook to recreate it.
– In agreement with the Choczewski Forest District, we will buy areas in the Choczewo commune in October this year, which we want to afford and transfer to the estate of the Choczewski Forest District. We are talking here about the first batch of 20 ha of forest – added Piela.

The government's representative for strategic energy infrastructure Wojciech Wrochna assured that negotiations with the EC regarding the notification of public aid for the construction of a nuclear power plant are going “efficiently forward”. – The official schedule throws us out with notification on 2026. He admitted that according to informal arrangements with the Commission, the notification actually runs faster. – The stage of negotiations and exchange of information allow us to calmly look at the fact that from this side (KE – PAP) nothing will surprise us – added the president of PEJ.
80 percent The budget of the construction of the nuclear power plant secured
Wrochna reminded that the state budget is guaranteed PLN 60 billion in the construction of the first nuclear power plant. He explained. – Together today with the Industry Development Agency, PFR, Bank Gospodarstwa Krajowego and with two banks of PKO BP and Pekao, we are working on solutions that will maximize the participation of Polish banks in this project on the one hand, and on the other hand we are working on solutions that will maximally support Polish enterprises and Polish industry to be able to function in this project – he added.
Local contribution at 40 percent
Minister Wrochna pointed out that in the first phase of the investment the so -called Local content in the construction of a nuclear power plant would amount to 40 percent. As reported in 2035, the construction of the first block of power plant is to be completed, and In 2036, it is to send electricity to the network. The start of operation of the third block of the nuclear power plant is scheduled for 2038.

The first Polish nuclear power plant is to be built in the Lubiatowo-Kopalino location in Pomerania and have three blocks in AP1000 Westinghouse technology. The contractor will be the Westinghouse-Bechtel consortium.
The current version of the Polish Nuclear Energy (PPEJ) program from 2020 assumes construction two nuclear power plants with a total power of 6-9 GW by 100 % belonging to the State Treasury of Polskie Power Plant on the Nuclei as an investor and operator. For comparison, current powers installed coal power plants in Poland, which the nuclear power plant is to replace, are 30.3 GW.
Pej already has an environmental decision for the construction and operation of a nuclear power plant with a capacity of up to 3750 MWe in the Lubiatowo-Kopalino location and the basic decision issued by the minister of climate. Pej also signed a contract with the Westinghouse-Bechtel consortium for the design of the power plant. The government sent to the European Commission a request for public aid notification by recapitalizing the company with the amount of PLN 60 billion, as well as the application of a differential contract.
