In the fourth quarter of 2025, the government plans to adopt a project introducing significant changes in the functioning of the waste management system at the municipal level, which have, among others encourage them to have more segregation – it was given in the list of works of the Council of Ministers.

“The aim of the bill is to increase the effectiveness, transparency and justice of the municipal waste management system by introducing solutions that respond to the real needs of local government units, residents and other system participants, and also allow achieving the goals set by EU policy and the National Waste Management Plan 2028” – wrote.

The new regulations provide for significant changes in the functioning of the waste management system at the municipal level, in particular:

– the possibility of differentiating fees based on the mass of waste and the quality of their segregation, which is to encourage residents to segregate more accurate waste, and also allow for a fair distribution of costs in accordance with the actual mass of waste generated by each of the residents;

– clarifying the principles of liability for ensuring the technical possibilities of identifying municipal waste produced in individual premises of multi -flame buildings by agreeing between the parties of the issue of liability, which is to encourage more frequent use of individual settlements in multi -family fees;

– extending the possibility of lowering fees in the case of composting bio -dads by subsequent types of real estate;

– enabling municipalities to introduce a more flexible system of waste fees, expanding the catalog of optional exemptions from the fee for municipal waste management with relief for the elderly, disabled, in a difficult life and material situation, as well as for small entrepreneurs conducting craftsmanship activities;

– clarifying the premises for imposing an increased fee for non -selective waste collection, in particular by departing from the municipality of the municipality in the case of each notification of a failure in the field of selective collection;

– providing municipalities to reach municipal waste management to communes;

– enabling checking activities to verify the correctness of submitted declarations using information from water and sewage companies, which is aimed at sealing the municipal municipal waste management system, as a consequence of which the fees will be more fairly calculated (in relation to all those obliged to pay residents);

– determining the amount of the amount of the penalty for late submission of a report on municipal waste management and dependent on its amount dependent on the circumstances of the violation;

– extension of the waste directory taken in PSZOK with types of types other than municipal waste;

– Introduction of the minimum number of PSZOKs in relation to the number of residents of the commune and the distance.
