Tests of short working time are starting. You need to know


Employers from all over the country – both from the public and private sectors – can apply for co -financing of projects testing new models of work organization. The call for proposals will start on August 14 and end on September 15. The list of projects recommended for implementation will be published no later than October 15, 2025.
The aim of the project is to support employers in search of effective and adapted to the specifics of their activities of short working time models. The pilot is voluntary and flexible – participants will be able to design their own variant of work organization, meeting the needs of both the company and the employed.
What support can employers count on?
The maximum support value for one pilot project is PLN 1 million. Importantly, the cost of the project per one employee covered by a pilot may not exceed PLN 20,000.
What conditions must be met?
- Conducting business for at least 12 months before the date of submission of the application.
- Employing at least 75 percent employees under an employment contract, appointment, selection, appointment or cooperative employment contract.
- Covering the project at least 50 percent employees.
- Maintenance of employment at a level not lower than 90 percent. initial state specified in the application.
- Maintaining the remuneration of employees participating in the pilot project at a level not lower than the pilot project in force on the day of starting the implementation of the pilot project throughout its duration.
- Lack of deterioration of the working conditions and pay of employees covered by the project.
What should the application contain?
- The application should be submitted electronically, through a shared application generator. The required documents include:
- Application for granting reserves of the Labor Fund for financing a pilot project.
- Pilot project, containing a description, purpose, justification, assumptions, including results and measures.
Required statements, including on systematic and timely completion of surveys, non -arrears with payments for employees, lack of tax arrears and paying social security contributions, non -arrears with paying other public tributes, the lack of civil law liabilities unregulated within the time limit, and a declaration of cooperation with the Labor Office.
Can any employee be covered by a pilot project?
The employer as an implementer makes decisions which employees will cover the pilot project. One of the conditions for the implementation of the pilot project is to cover at least 50 percent. employees employed in various positions. At the same time, among all people employed by the employer at least 75 percent. They must be persons employed under an employment contract, appointment, selection, appointment or cooperative employment contract.
What models of short working time can be tested as part of the pilot?
The pilot provides for testing various models of short working time. This may be a reduction in the number of working days per week, reducing the number of working hours on individual days, reducing the number of working hours through additional days off a month or granting additional days off in the form of holiday leave. Other models adapted to the specifics of the employer are also allowed.
