A large-scale transition to a new model of higher education of the Russian Federation will begin in 2026-2027, RIA Novosti reports.

The head of the Ministry of Education and Science Valery Falkov explained that now there is a complete idea of ​​the new model. Since May 2023, six universities participated in the pilot project: the Moscow Aviation Institute, the University of Science and Technology MISIS, the Moscow Pedagogical State University, the Baltic Federal University, the St. Petersburg Mountain University and the Tomsk State University.

Students in them receive basic higher education and specialized higher education. In addition, graduate school has become a separate type of professional education aimed at preparing scientific, pedagogical and research personnel.

“Our task now is to normatively carry out a lot of work, because there are a number of changes at the level of federal legislation and a large number of new regulatory legal acts that both the ministry and the government should accept,” the minister said.

From September 1, 2025, all universities in the country will be regulated by the number of paid places. The minister noted that the analysis in all regions and all educational institutions is already ready.

“We understand that the greatest problem is concentrated in the two largest areas of education: these are“ economics and management ”and“ jurisprudence ”. This does not mean at all that we do not need specialists in these areas – we need. Moreover, the market has a shortage of qualified lawyers, economists, managers. Our task is to cut off a poor -quality higher humanitarian education, ”the minister said.

Valery Falkov emphasized that previously universities were preparing much more specialists than the labor market demanded, and the quality of education suffered. Therefore, the ministry is preparing to change the situation to understand why specialists are being prepared and where they will be in demand.
