The situation of Romania regarding the need for an urgent regulation of the economy and obtaining a parliamentary majority that will ensure the support in the Parliament brings a unique formula to the government mass, an executive consisting of four parties. President Nicușor Dan tries to obtain the consensus of political formations on the economic plan before establishing the composition of the executive, in an attempt to prevent further blockages. However, analysts warn that the future government will be a compromise, with little chance of bringing real reforms.

The negotiations for the formation of the new government propose a construction of four parties: PSD, PNL, USR and UDMR, a construction of political formations that are ideologically opposite, which, as the experience in recent years shows, has every chance to break down.
The current negotiations are mainly focused on the economic measures that the executive future must take.

New government with old faces

In order to give in the position of prime minister, the PSD asks for a post of deputy prime minister in the Government. In the case of ministries, some heads of portfolios will go home. At the same time, although President Nicușor Dan warned over the need for new people at the forefront of the ministries, but from the beginning of the discussions, the current negotiations only change the place in the case of characters from the old executive. For example, Deputy Prime Minister Marian Neacșu could take over the management of the Ministry of Transport.
Among those who could maintain their functions are the current Minister of Agriculture – Florin Barbu, Minister of Economy and Digitization – Bogdan Ivan, Minister of Energy – Sebastian Burduja, Minister of European Projects and Investments – Marcel Boloș, Minister of Education – Daniel David, Minister of Finance – Tanczos Barna Cătălin Predoiu.

Previous failures
In the past, both USR and UDMR came out of government leaving PNL. The same thing repeated and PSD after the last elections this year. However, the Social Democrats withdrew only formally, the ministers remaining in office.
The PNL-USRPLUS-UDMR coalition broke in 2021, when USR, then USRPLUS, resigned in the context of dismissing its ministers by former Liberal Prime Minister Florin Cîțu. The formula was followed by the entry of the PSD to the government in the same year. However, the PSD-PNL-UDMR coalition turned into PSD-PNL in 2023, with the government rotary. Then the UDMR left in the context of close negotiations with the Liberals, who left the Union with only two ministries.
The last break from the tip of the Executive did not really occur after the presidential elections of 2025, in which PSD and PNL came with a common candidate. The signals appeared much earlier, even in the campaign of the presidential elections organized in 2024, with the candidates of the former party chiefs Nicolae Ciucă and Marcel Ciolacu.
