Nicușor Dan's priorities, recommended by a security expert. What should borrow from Simion's program

Nicușor Dan becomes the President of Romania in a difficult strategic context, marked by increased instability and unpredictability and a fragmentation of the pro-Western consensus, which has defined the country's foreign and security policy in the last three decades, says the political scientist Marius Ghincea, an expert in Security at ETH University in Zurich (Switzerland).

According to the expert's opinion, the security and foreign policy must and will be priority, along with the fiscal problems, which are rather the deputy of the future prime minister. This priority derives not only from the direct duties of the president, but also because of the significant deficits existing on multiple plans.

The president has four major priorities until the beginning of autumn, respectively September-October 2025:

1. Defense policy

Given the current strategic context, the president must focus on the elaboration of the new national defense strategy in an open manner, with a broad public debate that involves not only the defense structures, explains Marius Ghincea.

“Although the law provides for its presentation in the first six months of the mandate, it would be ideal for the strategy to be ready in the first three months, with an important emphasis on the reformization and revitalization of the defense industry. In this sense, Nicușor Dan and the national security counselor he will name should give up the concept of extended security imposed by Klaus Iohannis and in 2015 national ”, supports the Security Expert.

At the same time, Marius Ghincea claims that it is necessary to abandon the idea that national defense strategy, which is actually a national security strategy, should become a kind of “Governance program”, approaching various topics such as education, demographic or culture.

“In the context of defense planning, the president must immediately begin the preparations for the very important NATO summit in The Hague, which will take place in about a month. Within it will be clarified the essential aspects related to the presence of American conventional forces in Europe in the coming years, having direct implications on the planning of Romania.” explains Marius Ghincea.

2. Foreign policy

After years of apathy and disinterest manifested by the Cotroceni Palace, Nicușor Dan must rebuild the foundations of the Romanian foreign policy, the political scientist says.

“It is necessary to promote the allocation of resources suitable for diplomacy and for the strategic planning institutions of the foreign policy. The president must stimulate the involvement of the specialists in the system and the academic environment for the development of a new, innovative and proactive vision, on the Romanian foreign policy. Assertive foreign policy in a united Europe ”says Marius Ghincea.

3. Refirming the pro-European consensus

According to the specialist, from November to the present I have witnessed a fracture of the pro-European and pro-Western consensus in the Romanian society. Radical right, which continues to control one third of the Parliament and has obtained 45% of the votes expressed, challenged the foundations of the consensus in Snagov, precisely in the year in which 30 years have been signing this pact, in 1995, by all the important political forces of the country.

“Nicușor Dan, as a mediator between state and society, must make sustained efforts to reaffirm the consensus in Snagov. He must regain the millions of Romanians who have supported the foreign policy vision proposed by George Simion and to rebuild the confidence in the post-December foreign policy tradition of Romania.“, Explains Ghincea.

4. Nomination of a new SRI director and strengthening a democratic civil control

The appointment of the new civil director of the most important information service in Romania is a major responsibility of the president, the expert considers.

“Nicușor Dan should appoint a director who understands and values ​​the importance of democratic civil control over intelligence structures. All previous presidents have used services as their own tools of influence and manipulation of the political scene. Checks-and Balances.says Marius Ghincea.

Thus, the expert emphasizes that the emphasis should be placed not only on “Civil control ”, but also on “Democratic control” based on checks-and-balances.

As a result, Marius Ghincea reminds the fact that “Nicușor Dan takes over the presidency in an extremely complicated internal context, but, with honesty and careful choice of the team that surrounds it, it can cause significant positive changes.”

Over 11.6 million Romanians voted on Sunday, May 18, to choose their president for the next five years.

After counting all the votes, Nicușor Dan registered 53.60%, and George Simion 46.40%. The difference between the two is 829,589 votes.

In the country, Nicuşor Dan runs with 55.16%, obtaining 5,445,052 votes. He has more than one million votes more than his counter -candidate, George Simion.

In the diaspora, the golden leader ranked first, with 55.86%, respectively 912,553 votes, ie 191,557 votes in addition to his counteractor.
