FBI Director Visits Russia Amid Uncertainty and Concerns

FBI Director’s previous visit to Russia in 2013

The recent visit of FBI Director Christopher Wray to Russia has sparked unease, as the purpose of the trip is unclear even to his sources at the Bureau. Reports indicate that this is his first visit to the country since 2013 when former Director Robert Mueller met with Russian officials to discuss counter-terrorism efforts.

Ken Dilanian, a correspondent for a justice and intelligence news channel, highlighted that Wray’s trip may last two days with planned stops in Moscow and St. Petersburg. It is reported that he is expected to meet with representatives from the Russian FSB.

Dilanian emphasized that the current geopolitical climate is vastly different from the last visit, noting, “Russia is an adversary of the FBI and the United States,” which raises significant concerns surrounding this trip. He also mentioned that Wray had previously discussed potential collaboration, particularly in combating fraud.

Furthermore, Dilanian described the trip as risky due to the possibility of Russian intelligence services attempting to monitor the FBI Director, compromise his devices, or influence him during the visit. He reassured that the Bureau is equipped to mitigate such threats.

It is noteworthy that Wray’s visit comes less than three weeks before the U.S. midterm elections, with no indications that he is visiting Russia to address any potential election interference.

Context

  • Politico reported plans for Wray’s visit to Moscow and St. Petersburg on October 14-15, referencing leaks from various sources. According to The Atlantic, both current and former FBI employees expressed concerns about the trip due to counterintelligence risks and a lack of clarity regarding its purpose. In response to unanswered questions from leadership, they reached out to Congress members. On October 5, Democrats Jamie Raskin and Jim Himes urged Wray to cancel the trip or hold a closed briefing, but he did not respond to their request.
