Shein is contemplating the establishment of a new logistics center in Lower Silesia, which could generate hundreds of jobs and increase tax revenues for the region. Local governments from the Luban, Zgorzelec, and Zlotoryja districts are competing for this significant investment.
According to reports, Shein representatives met with officials from the three districts on September 29 at the County Office in Luban. The company is evaluating available land, transportation infrastructure, workforce availability, and the readiness of municipalities to support a large warehouse project.
The discussions were initiated by Arkadiusz Sikora, a member of the New Left party and vice-chairman of the Parliamentary Committee on Economy and Development. Participants included Michał Kania, director of public affairs for Shein Poland, and Sylwester Filas, who represents the operational support for the investor.
Shein Aims to Expand Logistics Operations in Lower Silesia
The company launched its logistics operations in Poland in 2022 and currently operates warehouses in Lower Silesia covering over 700,000 square meters. Poland serves as a crucial hub connecting supplies from Asia to Western and Southern European markets.
Key factors for selecting a new location include proximity to the A4 motorway, which is vital for daily transportation of Shein’s goods, as well as railway connections, available workforce, and the potential for expanding the warehouse space.
Local officials are hopeful that this investment will provide stable employment opportunities for residents and reduce the need for cross-border work. Additionally, the taxes paid by the new investor would significantly impact local budgets, potentially funding education and healthcare initiatives.
Three Districts Present Their Advantages
The Luban district highlights its proximity to the A4 motorway and the Godzieszów junction, as well as the national road No. 30 and a railway line that facilitates unloading goods. It also boasts vocational education institutions training logistics technicians, IT specialists, mechanics, and electricians—professions needed in large warehouse centers.
However, Luban faces challenges with fragmented land ownership. Although there are several hectares available for business activities near the A4 connector, these plots belong to various municipalities and private owners, complicating the assembly of land for a large investment compared to competing locations.
The Zgorzelec municipality offers a compact 45-hectare site directly adjacent to the A4 motorway, close to national roads No. 94 and 30, as well as an international railway line with loading ramps. The local government has also secured commitments for essential utilities. Conversely, the Zlotoryja district presents industrial sites in the Zagrodno municipality, located 4 kilometers from the A4 and 10 kilometers from the S3 expressway, emphasizing the availability of workers in a region with high unemployment rates.
Shein now plans to conduct a detailed comparison of the proposals. “We have heard many specific investment opportunities today that we will be analyzing closely,” concluded the director of Shein.
