No Ceasefire Conditions Expected Until Spring, Says Budanov

Budanov: Negotiations will eventually lead to results

Ukrainian intelligence chief Kyrylo Budanov has stated that he expects negotiations facilitated by the United States to resume shortly after the upcoming parliamentary elections in Russia and a few weeks prior to the U.S. midterm elections.

However, Budanov believes that there will be no conditions for a ceasefire agreement until next spring. He emphasized, “Negotiations will eventually lead to something. You cannot fight for a lifetime,” highlighting the necessity of dialogue in conflict resolution.

Context

  • On June 4, Ukrainian President Volodymyr Zelensky published an open letter addressed to Russian President Vladimir Putin, suggesting a meeting on neutral ground with international security guarantees to end the war. The following day, at the St. Petersburg International Economic Forum, Putin remarked that he “does not see any sense” in such a meeting, urging his occupying forces to continue their operations.
  • Ukraine has proposed various ceasefire formats to Russia, including airspace agreements and energy truce options.
