PKP Intercity Advances High-Speed Train Procurement with Four Finalists

PKP Intercity has officially selected four contractors to advance to the final stage of competitive dialogue for the procurement of high-speed trains, as announced by Infrastructure Minister Dariusz Klimczak. This step initiates a competitive dialogue with all interested parties.

The process is set to commence in September, with a contractor expected to be chosen by June 2027.

Minister Klimczak emphasized, “PKP Intercity has completed a crucial stage in identifying companies that will build high-speed trains for us.” The four shortlisted contractors for this competitive dialogue include a consortium of Bydgoszcz’s Pesa and Hitachi, Alstom Polska, Siemens Mobility, and Talgo.

New Trains to Operate at Speeds of 320 to 350 km/h

Minister Klimczak confirmed that these companies will participate in the final stage of competitive dialogue, which will begin in September and conclude in June of next year. The planned trains will be the first in Poland capable of operating at speeds ranging from 320 to 350 km/h.

In late June, PKP Intercity announced that four contractors had applied to supply fast trains: Alstom, Talgo SL, Siemens Mobility, and a consortium of Hitachi Rail and Pesa.

The project entails the delivery of 20 electric multiple units, which includes a maintenance service for 30 years, along with the design and construction of a maintenance workshop. There is also an option to order an additional 35 vehicles.

The new trains are designed to reach a maximum speed of 320 km/h, with each train set measuring approximately 200 meters in length. PKP Intercity aims to include first and second-class compartments, a quiet zone, a bar or restaurant area, features for individuals with disabilities, family-friendly amenities, and spaces for transporting bicycles. The trains must meet homologation requirements for at least Poland, Germany, the Czech Republic, and Austria.

PKP Intercity anticipates that the first two trains will be delivered within 60 months of contract signing, while all 20 units from the base order will arrive within 84 months. The complete order, including optional units, is expected to be fulfilled within 110 months of the contract date.

Participating Companies in the High-Speed Train Tender

Pesa, based in Bydgoszcz, is the largest manufacturer of rolling stock in Poland, employing nearly 4,000 workers at its facilities in Bydgoszcz and Mińsk Mazowiecki. Hitachi Rail, a Japanese rolling stock manufacturer known for the Shinkansen train, employs approximately 7,000 people in Poland.

Alstom is a French company with operations in Poland since 1997 and employs over 4,700 individuals. Talgo (Patentes Talgo S.L.) is a Spanish railway vehicle manufacturer founded in 1942.

Siemens Mobility, a subsidiary of the German giant Siemens, specializes in rail and road transport. In June, Newag terminated a preliminary agreement with Siemens Mobility regarding the construction of high-speed trains for PKP Intercity due to a failure to reach consensus on the terms of cooperation.
