Piotr Matczuk Leaves PFR for PZU Amid Significant Changes

Piotr Matczuk, the current President of the Polish Development Fund (PFR), has announced his transition to the management board of PZU, despite having three years left in his term. This move, which was kept under wraps, has taken both state-controlled companies by surprise.
According to sources close to the government, a frontrunner to lead PFR has already emerged. Matczuk declined to comment on his departure.
PFR officially stated that Matczuk will assume his new role at PZU effective September 1, marking the end of his tenure at PFR.
PFR at the Center of Economic Policy Once Again
Government insiders suggest that this leadership change could revitalize PFR’s operations. Under the Law and Justice party, PFR was instrumental in shaping government economic policy, closely linked to then-Prime Minister Mateusz Morawiecki and his trusted aide, former president Paweł Borys.
PFR played a crucial role during the pandemic, implementing one of the most lauded reforms, the Employee Capital Plans (PPK). The fund was also involved in major business initiatives, including the repolonization of Bank Pekao alongside PZU, the Baltic Hub, WB Electronics, and the successful restructuring of the Bydgoszcz-based company Pesa.
“Since the change in government, PFR has become significantly less visible. It is no longer seen as a key element in state development policy, with the Bank Gospodarstwa Krajowego (BGK) taking a more prominent role in this area,” noted a government insider, emphasizing the proximity of elections.
“PFR should be more proactive, especially as it is involved in several projects critical to the economic agenda of Minister Domański,” the source added, pointing out that the finance minister oversees not just the budget and taxes but also development policy.
“Minister Domański could become the political patron of the project,” the insider opined.
Andrzej Domański Gains Influence
Mikołaj Raczyński is viewed as close to Finance and Economy Minister Andrzej Domański, with a history of collaboration at Noble Funds TFI.
As the head of the Ministry of Development and Technology, Domański currently supervises development institutions, including PFR, the Polish Investment and Trade Agency (PAIH), and the Export Credit Insurance Corporation (KUKE). He now has a decisive voice in BGK matters.
“PAIH already has a new president who took over after the agency came under Domański’s supervision,” noted a government source.
This new president is Artur Osuchowski, who succeeded Andrzej Dycha, the latter having been appointed due to the influence of the Polish People’s Party when it was in charge of the development ministry.
