Klymenko Expresses Gratitude Amid Potential Defense Ministry Leadership

Ihor Klymenko expresses gratitude for his time at the Ministry of Internal Affairs

Ihor Klymenko expressed his heartfelt appreciation to his colleagues in the Ministry of Internal Affairs (MVS) during a reflective message marking over three years of collaboration. “Today is a day filled with gratitude for everyone at MVS. It was an honor to work alongside you,” he stated.

Klymenko underscored the challenges faced by MVS personnel throughout the ongoing conflict, which have pushed them to endure hardships unknown to many around the globe. He highlighted the ministry’s efforts in responding to the aftermath of Russian attacks, rescuing civilians from strikes, evacuating residents from frontline areas, conducting humanitarian demining, securing the national border, maintaining law and order, and countering threats in the most critical frontline areas.

Reflecting on achievements, he noted significant advancements made, including enhancing the combat capabilities of the National Guard, transitioning to a corps-based management system, forming the “Azov” and “Charter” corps, and creating new combat brigades alongside artillery, assault, and drone units. Klymenko also mentioned the launch of digital initiatives, which have effectively mitigated corruption risks and abuse in service centers and procurement sectors.

“Every decision, every project, and every reform aimed at making Ukraine stronger and safer. We made tough personnel decisions, refreshed the management team, and brought in leaders with practical and combat experience. The main criteria were professionalism, accountability, integrity, and the ability to deliver results. We have formed a robust team capable of acting cohesively, making quick decisions, and taking responsibility even in the most challenging conditions. Importantly, behind every decision and outcome are the dedicated individuals—rescuers, guards, border guards, and police—whose efforts often go unrecognized but are crucial. I am grateful to each and every one who can look back without shame for their work. This principle guided my service and will continue to do so for the sake of Ukraine,” Klymenko concluded.

Amid these sentiments, he is poised to potentially replace Mykhailo Fedorov as Minister of Defense, a position Fedorov vacated on July 15. Public protests ensued against this change. President Volodymyr Zelensky has indicated that Klymenko is being considered for the defense minister role, emphasizing the need for the new appointee to address mobilization and “busification” issues.

Meanwhile, the Parliament has appointed a new government led by Prime Minister Serhii Koretsky, although the positions for the Minister of Defense and Foreign Affairs remain unfilled.

  • On July 15, Mykhailo Fedorov confirmed via Telegram his departure from the Minister of Defense role. Reports suggest the potential appointment of Interior Minister Ihor Klymenko to replace him. According to MP Yaroslav Zhelezniak, President Zelensky commented on Fedorov’s future, stating, “He will be nearby.” Reports indicate Fedorov may lead Ukroboronprom after German Smetanin’s resignation.
  • Media speculation suggests Fedorov’s replacement may stem from a conflict with Commander-in-Chief of the Armed Forces Oleksandr Syrskyi. Zhelezniak hinted that one of Zelensky’s key motivations for selecting Klymenko as defense minister is his capability to reform the Territorial Recruitment Centers (TCC).
  • On July 16, demonstrations supporting Fedorov took place in Kyiv and several major cities.
