In the Krasnoyarsk Territory, the results of 2025 were summed up at public hearings

The Legislative Assembly of the Krasnoyarsk Territory held public hearings on the implementation of the regional budget for 2025. The event was attended by regional deputies, members of the regional government, representatives of municipalities and the public.

Deputy Prime Minister – Minister of Finance Vladimir Bakhar noted that the region is among the top ten leaders in Russia in terms of investment volume and budget parameters, while remaining a leader in the Siberian Federal District. Consolidated budget revenues approached 560 billion rubles – increased by 40 billion. Expenses for the first time crossed the 600 billion mark, and the parameters of the regional budget reached 500 billion. The year turned out to be successful for the region in the commodity and foreign exchange markets, which helped the budget, especially against the backdrop of declining income tax revenues. Other tax revenues, on the contrary, increased – almost 14 billion rubles were generated by personal income tax. This is 29% in the structure of tax and non-tax revenues. The region has fully repaid its commercial borrowings. In addition, the federal center wrote off 5.5 billion rubles of budget debt to the region, strengthening financial security.

Over 90 billion rubles have been allocated to support measures for residents, including assistance to the families of SVO participants. Funds have also been allocated to increase salaries for public sector employees and increase the minimum wage. About 50 billion rubles were allocated for the implementation of 13 national projects. The main resources are concentrated in the areas of “Infrastructure for Life”, “Youth and Children”, “Family” and “Long Active Life”. 13.3 billion were allocated for subsidized medicines, about 5 billion for housing for orphans, and 2 billion rubles for resettlement from emergency housing. The share of the development budget reaches 20%. The funds are used for the construction of schools, clinics, roads and housing and communal services. Particular attention is paid to proactive budgeting, when residents themselves choose objects for improvement. The volume of interbudgetary transfers to the territories amounted to 165 billion rubles. The total financial base of municipalities has exceeded 270 billion, and there are no overdue accounts payable locally.

Minister of Economy and Regional Development of the Krasnoyarsk Territory Tatyana Magdibur said that the region’s economy has demonstrated stability, maintaining high investment potential and ensuring food security. The volume of investments in fixed capital reached 1.4 trillion rubles, an increase of 17.4%. But the industrial production index fell to 97.9%. The metallurgy and timber industry recorded a decline due to logistics restrictions and cooling demand. However, mechanical engineering and energy showed strong growth.

Minister of Construction and Housing and Communal Services Maxim Govorushkin said that over 5 years, 87.7 billion rubles have been allocated for infrastructure development, which made it possible to implement large-scale projects in the field of housing, utilities and the social sphere.

Chairman of the Legislative Assembly of the Krasnoyarsk Territory Alexey Dodatko commented on the results of the public hearings: “The report on budget execution is an important part of the public budget process of the region. We assess the parameters of financial discipline and key areas of spending over the past year. It is important for us to evaluate the formation and execution of the budget in the past year and determine priorities for the formation of the budget for the next year. For us, the regional budget is, first of all, specific areas, and they are much more important than the general expenditure figures, which exceed half a trillion rubles. It is important for us that the so-called “children’s budget” – expenses for housing for orphans, clubs and sections, social benefits for large and low-income families – last year amounted to almost 18.5 billion rubles. A significant amount of funds is allocated to support municipalities – 33% of the total budget of the region. And, of course, it is important that the system of state guarantees for participants in a special military operation and members of their families is fully provided. I believe that it is through the prism of these priorities and the discipline of fulfilling obligations that we need to evaluate work with the budget.”
