How the new Government is formed. The steps that Eugen Tomac and future ministers must take

After the appointment of Eugen Tomac by President Nicușor Dan for the position of Prime Minister, he has a clear deadline to form the government team and the government program with which he will present himself before the assembled Chambers of Parliament to obtain the vote of confidence.

According to the Constitution, the appointed prime minister must present the list of ministers and the government program to the Parliament within ten days of the appointment. This is the deadline for this stage of the investiture procedure of the new Executive.
Appointed on June 4, Eugen Tomac announced that he will finalize the list of future ministers during the weekend, and will officially present it on Monday, June 8.
In parallel with the establishment of the composition of the cabinet, the negotiations with the political parties will continue to obtain a parliamentary majority to support the future Government at the investiture vote.
Hearings in specialized commissions
Before the investiture vote in the Parliament, the proposed ministers must go through the hearing in the specialized parliamentary committees. Depending on the portfolio they are to hold, each candidate appears before MPs, who can assess their professional training and ask them questions about their priorities and how they intend to run the ministry.
After the completion of the hearings and the issuing of advisory opinions, the designated prime minister and his team appear before the assembled Chambers of the Parliament to obtain a vote of confidence.
If the Government receives the vote of the majority of parliamentarians, it is vested and can exercise its powers after taking the oath before the President of Romania.

Other deadlines pressing on the appointment of a new Government
In parallel with the investiture procedure of a new Government, the terms related to the current Executive must also be taken into account. The government dismissed by no-confidence motion can exercise its powers, with limited powers, until the new cabinet is sworn in.
As for the interim ministers appointed to replace those who resigned, their 45-day terms expire early next week. However, according to constitutional interpretations, they can remain in office until the inauguration of the new Government.
The former president of the Constitutional Court, Augustin Zegrean, explained that exceeding this deadline does not attract sanctions.
“This government is not in the position of an interim government, but of a government dismissed by a motion of no confidence. The constitution provides that such a government administers the current affairs of the country until the new government is sworn in. They can remain in office until a new Executive is sworn in.”said Augustin Zegrean for Digi24.
The government led by Ilie Bolojan was officially dismissed on May 5, 2026, after the adoption of the censure motion entitled “STOP the Bolojan Plan”, initiated by PSD and AUR and voted by 281 parliamentarians.
