Poland will receive over EUR 42 billion for agriculture from the EU. “Record amount”

The minister answered questions from PiS MPs regarding European Union funds allocated for agriculture in the 2028-2034 perspective, which will go to Poland as part of the National and Regional Partnership Plan (PPKR).
Work on programming the Common Agricultural Policy 2028-2034 began in 2025, and the impulse to start it was the publication on July 17, 2025 by the European Commission of draft regulations on the multiannual financial framework. The EC's proposal in this respect introduced significant changes in the method of financing the CAP compared to the previous period. It involves abolishing the division into two pillars of financing and liquidating funds – for area and direct subsidies and for financing rural areas – said Krajewski.
The Ministry of Agriculture participates in work in the EU
As the minister explained, the Common Agricultural Policy is to be included in one integrated fund of economic, social and territorial cohesion, agriculture and rural development, fisheries and maritime economy, prosperity and security implemented under the National and Regional Partnership Plan.

Krajewski noted that the Ministry of Agriculture actively participates in the work of EC working groups and in meetings with the European Commission, presenting the government's position on, among others, the role of agricultural policy for agriculture in the EU.
— Incorporating the common agricultural policy into one Plan (PPKR) will certainly be a challenge, but broader integration of the CAP with other policies gives an opportunity to ensure greater synergy between them and, with proper coordination, may give positive effects – said the minister. He emphasized that by programming one program, “however, we cannot allow for undermining the current achievements of the CAP and weakening its role in the future.”
As he noted, over the last 20 years of operation in Poland, the EU agricultural policy has proven its effectiveness and provided farmers with income support, while implementing a whole range of other functions – from economic ones aimed at improving competitiveness, through environmental and social services.

In the 2025 regulations, the European Commission proposed agricultural expenditure for 2028-2034 at the level of EUR 24.6 billion. It was unsatisfactory, providing only the possibility of implementing activities related to agricultural income, and did not guarantee the necessary funds for other purposes, e.g. for investments in farms – Krajewski pointed out.
Additional funds for Polish agriculture
Poland, like other Member States, the European Parliament and agricultural organizations, opposed restrictions on spending on agriculture and rural areas. The amount proposed by the EC excluded the possibility of implementing instruments previously allocated to the second pillar of the CAP. Facing the risk of rejection of the budget proposal by the European Parliament, the President of the European Commission proposed the so-called rural target, thanks to which Member States will be obliged to allocate a minimum of 10%. allocations from partnership plans (PPKR) to rural areas. In Poland, this means an additional EUR 8.9 billion allocated for this purpose, said the head of the Ministry of Agriculture.

He pointed out that in the final phase of talks on the adoption of the EC-Mercosur agreement, the EC proposed an additional amount for agriculture and rural areas resulting from the possibility of earlier activation of the so-called flexibility amounts. For Poland, this is another maximum of EUR 8.7 billion.
Thanks to these EC proposals, funds for agriculture and rural areas in the future EU financial perspective may amount to over EUR 42 billion from EU funds, “representing a record level compared to the previous financial perspectives,” Krajewski said.
The minister explained that the coordinator of PPKR is the Minister of Regional Funds, and the national envelope in PPKR planned for Poland is to be EUR 123.3 billion, which is also a record amount.

In February this year A team was established to support work on the preparation of this program for Poland for 2028-2034. It includes, among others: representatives of the Ministry of Agriculture and organizations representing the agri-food sector. Eight working groups were established within the team, including a group on programming the common agricultural policy, which is to develop the goals and instruments of intervention of this policy for Poland.
