On the Day of Russian Entrepreneurship, the annual meeting “without ties” was held at the Tower OCC.

The organizers of the dialogue with the business community were the City Administration, the Norilsk Development Agency, the local branch of the Russian Union of Industrialists and Entrepreneurs and the Our Norilsk Foundation. The event was also attended by Andrey Grachev, Director for Interaction with Government Authorities and Employer Associations of the Siberian Federal District of the Russian Union of Industrialists and Entrepreneurs, Head of Norilsk Dmitry Karasev and Speaker of the Norilsk Parliament Alexander Pestryakov.

At the beginning of the meeting, an award ceremony took place: more than two dozen letters of gratitude from the Head of the city, the City Council and the Russian Union of Industrialists and Entrepreneurs were presented to Norilsk entrepreneurs for their personal contribution to the socio-economic development of the territory, participation in infrastructure projects and charitable activities.

“You live and work in conditions in which no entrepreneur in the European part of Russia works. And one of the goals of my activities now is to make the conditions for business the same throughout the country, to create preferential regimes for the Arctic that would give you equal rights with your colleagues from the “mainland.” Your role in the life and development of the territory is enormous. Today we are faced with a lot of tasks to make business life more comfortable,” Andrey Grachev noted in his congratulations.

The business community across the country regularly faces challenges. But Arctic business has a number of its own, local difficulties. First of all, expensive logistics – absolutely all Norilsk entrepreneurs face this. And here, Andrei Grachev is sure, it is necessary to solve problems at the state level: special compensation regimes are needed for Arctic business, subsidizing the costs of transporting goods, including by air. In general, a federal law is needed that would accumulate preferences for entrepreneurs in the Arctic zone of the Russian Federation.

Another issue that worries Norilsk business is the reduction of income limits for applying the simplified taxation system. According to businessmen, due to the difference in the cost of goods and services in the Arctic, the maximum values are reached much faster than on the “mainland”. Representatives of the authorities and the Russian Union of Industrialists and Entrepreneurs fully share this position; moreover, since the beginning of the reform, they have been working with the relevant departments to change the limits for Arctic business.

Norilsk entrepreneurs are also interested in inner-city problems – landscaping, development of the gastronomic industry, organization of a pier on the Norilskaya River for the development of water tourism and other areas of life.

During the conversation, Chairman of the Norilsk City Council Alexander Pestryakov recalled that there is an active branch of the Russian Union of Industrialists and Entrepreneurs in Norilsk, where entrepreneurs can always turn for help and support. In addition, he recommended sending your proposals to the People's Program.

Concluding the meeting, Andrey Grachev recalled that Norilsk’s initiatives, including those aimed at developing the business environment, have more than once become pilot projects, which were then successfully applied in other territories, and called for participation in the development and discussion of the federal law on preferences for Arctic businesses, sending their proposals through the Norilsk branch of the RSPP.
