The Krasnoyarsk Territory has a high credit rating confirmed

The Krasnoyarsk Territory has been confirmed with a high credit rating of AA+ (RU).
This means that in the next 12–18 months the region’s rating may be increased and it will become a more reliable borrower. This was reported by the regional Ministry of Finance with reference to the ACRA agency.
Experts consider the financial situation of the region to be stable. The region has low debt, good own income and a fairly strong economy. According to analysts, in 2025 budget revenues and expenses increased compared to 2024. Revenues from income taxes decreased, but this was almost offset by the increase in personal income tax. Revenues from other important taxes, including those for the use of natural resources, also increased. The region receives most of its income itself, and not in the form of assistance from the federal budget.
According to the forecast, in 2022–2026, tax and non-tax revenues will account for about 92% of all regional revenues.
Deputy Prime Minister of the region Vladimir Bakhar noted that the agency’s decision confirms the financial stability of the region. According to him, it is now important to develop the economy and strengthen budget revenues.
“The agency’s decision means for us confirmation of the financial stability of the region and speaks of its solvency. At the same time, in the current conditions, it is important for us to develop the economy and strengthen the revenue base in order to maintain a balanced budget and provide resources for solving the tasks set by the leadership of the country and the region,” said Vladimir Bakhar.
The state debt of the Krasnoyarsk Territory as of January 1, 2026 amounted to 67.5 billion rubles. At the same time, experts consider the burden on the budget to be low. The region has fully repaid its commercial loans, and the bulk of the debt comes from budget loans with a long repayment period. In April, the Krasnoyarsk Territory also wrote off part of its debt on budget loans.
