The next demands concern: among others abolition of the obligation to carry out full or in-depth thermal modernization based on an energy auditextending the time for settling pre-financing from 120 to 180 days and introducing a voucher for an energy audit carried out by municipal operators.

Valoration of subsidies and list of contractors
The submitted comments also included proposals for indexation of subsidy amounts for individual eligible costs, especially in the field of thermal modernization works. Last year, the National Fund for Environmental Protection and Water Management introduced a table of unit costs to limit abuses and precisely determine the maximum subsidy rates. As Gajda emphasizes, The fund wants to carry out indexation once a year, and in the event of high inflation — even more often.
One of the significant changes would also be the possibility of concluding tripartite agreements between the provincial fund, the house owner and the investment contractor. Currently, the contract is solely between the owner and the fund, which leaves the beneficiary without security in the event of problems with the contractor. The proposed solution is the introduction of security bills issued to the contractor.
The idea of creating an official list of performers within the program is also very popular. As Gajda points out, the challenge is to develop objective criteria for qualifying companies that will be fair to all entities. Work in this area is carried out in cooperation with the Institute of Environmental Protection and the Office of Competition and Consumer Protection.
Changes from July
The vice-president of the National Fund for Environmental Protection and Water Management announces that the first changes to the “Clean Air” program may enter into force in July. This is primarily about relaxing the requirement to own real estate for three years, indexing eligible costs and extending the time for settling pre-financing. Some proposals, such as limiting mandatory thermal modernization or introducing security bills, still require the approval of the European Investment Bank.
Since the launch of the new version of the program at the end of March 2025, over 58,000 applications have been submitted. applications for funding for a total amount of PLN 3.63 billion.
