An arms breakthrough in Poland. The OSA project is launched. The army will receive massive support from Polish engineers

The Center for Autonomous Systems will combine great discoveries with practice and production; OSA, which starts today, will shorten the time from the start of research to testing equipment in the army and implementing mass production – said the Deputy Prime Minister and head of the Ministry of National Defense, Władysław Kosiniak-Kamysz, on Thursday.


On Thursday, the Deputy Prime Minister and the deputy head of the Ministry of National Defense, Cezary Tomczyk, took part in the signing of the agreement establishing the Center for Autonomous Systems (OSA) in Warsaw.
The head of the Ministry of National Defense announced at the conference that the Center will combine the capabilities of military institutes, research institutes, the army and Polish industry. As he emphasized, this is the moment when “great discoveries will combine with practice and production”, which has been the biggest problem so far.
– This process is simply long, which is why we decided to create Centers for Autonomous Systems – OSA, which is starting today and has the task of testing all the research that is already underway in institutions, all the discoveries made by small companies, scientists, enthusiasts, as quickly as possible, giving them to the military for testing and implementing them into mass production, if they meet our needs and our expectations – he said.
The Autonomous Systems Center (OSA) will operate as a scientific and industrial center created by military research institutes, the IDEAS Research Institute and the Polish Armaments Group SA, with the Air Force Institute of Technology as the leader.
The launch of OSA is intended to strengthen the innovation and operational capabilities of the Polish Armed Forces. Center is to serve as a center coordinating cooperation between the military, industry and the scientific community. This will allow for effective testing and operational validation of unmanned systems and preparation of selected technologies for implementation in the military equipment acquisition system.

Head of the Ministry of National Defense: Polish unmanned aerial vehicle at the final stage of work
The final works include a Polish unmanned aerial vehicle, the so-called “Polish Shahid”; making it usable is the first task of the newly opened Center for Autonomous Systems – said the Deputy Prime Minister, head of the Ministry of National Defense, Władysław Kosiniak-Kamysz on Thursday.
Kosiniak-Kamysz, together with the deputy head of the Ministry of National Defence, Cezary Tomczyk, took part in the signing of the agreement establishing the Center for Autonomous Systems (OSA) in Warsaw. As the head of the Ministry of National Defense emphasized during the press conference, OSA is to undertake activities primarily in the area of drones.
– Unmanned systems, flying, ground, surface, underwater, in all domains, all types of troops, must be and are present everywhere, but multiplied – noted the Deputy Prime Minister.
He emphasized that “there is a Polish Shahid” at the final stage. – It is implemented in the PLargonia program. But this name, translated into the language of the equipment used today in Ukraine or the Middle East, probably better illustrates what kind of abilities and possibilities this drone can have. This is the end of the work. This is the first task for OSY, to bring this project into use as quickly as possible, added the Minister of Defense.

Tomczyk: Thanks to SAFE, we will allocate PLN 25 billion for unmanned systems in 2026
In 2023, the Ministry of National Defense allocated approximately PLN 100 million for unmanned systems, and in 2026, thanks to the SAFE program, it will be as much as PLN 25 billion – said Deputy Minister of Defense Cezary Tomczyk on Thursday. He added that autonomous systems help protect the health and life of soldiers.
During the press conference after signing the agreement establishing the Center for Autonomous Systems (OSA) in Warsaw, the deputy head of the Ministry of National Defense announced that in 2023 the Ministry of Defense allocated approximately PLN 100 million for unmanned systems, in 2024 – PLN 300 million, and in 2025 – PLN 700 million.
– This year, i.e. 2026, this is the drone highway, because de facto we are talking about allocating PLN 25 billion for unmanned drones, autonomous systems and anti-drone systems – said Tomczyk. He added that PLN 15 billion will be allocated for the SAN system alone – the anti-drone wall on the eastern border.
– This is PLN 25 billion for contracts that (…) concern the SAFE program – noted the deputy head of the Ministry of National Defense. – So if we are wondering whether it is worth implementing SAFE, let's see what the difference is, what the scale is. PLN 100 million in 2023 and PLN 25 billion in 2026 – noted Tomczyk.
The deputy head of the Ministry of National Defense emphasized that autonomous systems help protect the lives and health of soldiers, who are a priceless and irreplaceable element of the system.
Tomczyk also introduced Col. Mariusz Zieja, who will head OSA. He informed that he is a graduate of the Faculty of Armament and Aviation at the Military University of Technology. He served in the 25th Air Cavalry Brigade and was awarded the Defender award three times at the International Defense Industry Exhibition. – We think he is the best person to give this impulse to all innovation – said the deputy minister.
Col. Zieja stated that he takes on the difficult and demanding task of managing the Center with full responsibility. He emphasized that this is an extraordinary opportunity for scientific and research institutes, the Polish army and, above all, for the Polish industry.
– I think that we will be able to create the right system, ecosystem for the rapid implementation of Polish innovations. So that a Polish engineer, a Polish scientist working at an institute, working at a university, a Polish university, could implement his ideas. And these ideas will be implemented for the needs of the Polish army, Tomczyk emphasized.
He expressed hope that the conclusions from testing Polish technological thought would be developed by Polish soldiers and used to develop Polish inventions and Polish industry. – I think that the synergy of activities of Polish industry, Polish science and the Polish army is the future not only of the armed forces, but of the entire Polish state – noted Zieja.
