“The Verkhovna Rada is falling apart before our eyes.” After corruption scandals, people's deputies sabotage “IMF laws”


As the UP notes, the country is almost completely dependent on external financial borrowings, including a €90 billion EU loan and the IMF Ukraine Facility Plan. At the same time, the presidential faction cannot provide the necessary support for reform laws.

“Everything related to the reform “homework” must be implemented without delay. But, as they say, there is one thing: the Verkhovna Rada, which alone can make the necessary legislative changes, is falling apart before our eyes,” the article says.

UP writes that the faction’s problems began in July 2025 after voting for laws limiting the independence of the National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAP). After the scandals in the Midas case, other revelations in the Office of the President and the government, as well as suspicions about the salaries in the envelopes of some deputies, the mono-majority of the Servant of the People was reduced to an alarmingly small size.

As deputies explain to the publication, the sabotage of the “IMF” laws is associated with fear of NABU and SAP.

“A bunch of people say: “I’d rather not vote for anything at all, than then NABU will come to me.” The core in the faction has dropped to 110–120 deputies. It’s not clear how to vote on complex laws. Anti-corruption bodies won’t come to vote,” said an interlocutor among the deputies in a commentary for the UP.

The media also reports that on March 10, deputies were supposed to vote for the law on the OLX tax and several government bills, but even the first reading of the bill on taxation of digital platforms failed – Servant of the People was able to collect only 120-130 votes.

In addition, the faction suspects “targeted work” against the “Servant of the People”: before each important vote, 15–20 deputies drop out and suddenly do not appear in the hall. The interlocutors of the UP note that they previously suspected the participation of Poroshenko or Tymoshenko, aimed at the collapse of the coalition, but there is no exact understanding of who is behind this.

“Neither the Constitution nor the laws provide for the absence of a coalition as a basis for the resignation of the government or any other way of terminating its powers. Also, this is not a basis for the early dissolution of parliament. Firstly, there can be no talk of any early dissolution, because the Rada is working extremely urgently. And, secondly, during a period of martial law, the parliament cannot be dissolved at all. Therefore, both the government and the Rada will act. They are trying in vain,” said the interlocutor in SN leadership.
