The National Anticorruption Directorate announced on Saturday morning that Iulian Cârlogea, the public administrator of Sector 5, Robert Bașca, chief architect of Sector 5, and Florin Cioran, deputy general director of the Local Police Sector 5, were detained for 24 hours in a corruption case related to the illegal reception of a building. All three are to be presented to the Bucharest Court with a proposal for preventive arrest.
According to a DNA press release, Iulian Cârlogea, S5 public administrator, is suspected of complicity in influence peddling. Chief architect Robert Bașca is suspected of influence peddling, the director of the Local Police is accused of taking bribes in a continuous form and inciting intellectual forgery.
Also targeted in the file are Cătălin Olaru, head of the Construction Discipline Service of the Local Police Sector 5, who was placed under judicial control for intellectual forgery, as well as a businessman, ARA, already pre-arrested for influence peddling and bribery.
The investigators claim that, between December 2025 and February 2026, the businessman (ARA) allegedly demanded 40,000 euros from two real estate developers, suspects in the file. The money was intended to influence City Hall officials to expedite the reception of a housing block.
Of this amount, 30,000 euros were allegedly promised to the chief architect Robert Bașca, who already received a first installment of 15,000 euros.
“From the amount received, the defendant ARA would have promised the defendant Bașca Robert Mihai the sum of 30,000 euros, of which 15,000 euros would have actually been remitted, after receiving the first installment, for the support given in order to carry out and admit the reception at the end of the works, the difference of 15,000 euros to be remitted later, after the issuance of the certificate of attestation of the construction of the construction”, they say the investigators.

According to DNA, the public administrator Iulian Cârlogea would have pressured the Local Police to quickly complete the reception of the building works, despite the irregularities found on the ground.
“In the same context, the defendant Cârlogea Iulian Constantin, public administrator of the Sector 5 City Hall, knowing the promise of sums of money to the defendant Bașca Robert-Mihai, would have insisted, verbally and by phone, in addition to the defendant Chioran Florin, deputy general director of the Local Police Sector 5, for the initiation and speedy completion of the reception of the building works”, say the prosecutors.
The deputy director of the Local Police, Florin Chioran, is accused by the DNA not only of facilitating these illegal receptions, but also of having received, in the last year, approximately 17,000 euros from a subordinate to expedite the taxation of some buildings owned by a commercial company in Sector 5, for which the reception had been admitted upon completion of the works.
“In this sense, the defendant Chioran Florin would have issued and signed the documents regarding the reception and the final value of the works, would have assigned the work to subordinate local police officers, and, after finding some irregularities at the control of 13.01.2026, would have redistributed it to the defendant Olaru Cătălin, head of the Discipline in Construction Service, who would have signed the report of reception without directly verifying the construction and without recording the detected irregularities”, the DNA press release also states.
The five defendants were informed that they were defendants in the case and what the criminal charges were. “In the case, criminal proceedings are being carried out against other persons as well”, stated the DNA.
