Big changes are coming to the housing market. There will be new obligations for owners


Work on the act had started several months earlier. Tomasz Lewandowski – Deputy Minister of Development and Technology announced in July 2025 a new law that will give local governments real tools to “civilize” the issue of short-term rental. “We want to propose a register of all premises in the country, public and private, in single-family houses,” said Tomasz Lewandowski in an interview with Onet. According to the new act, each premises would be assigned a number with a mark indicating ownership and the method of its use.

Central register of apartments. Draft bill later this year

If the bill comes into force, Real estate owners will have to declare how the premises are used, i.e. provide information on whether the premises are occupied by the owner, rented, lent or empty. In the case of unused vacant premises, the owner could be charged an additional tax.
