It is a program designed to be applied at the national level. It targets 3 or 4 storey blocks of flats built before 1990.
Blocks with 3-4 floors, including those in the capital, do not have elevators. Some such blocks – originally thought by the communist regime to have several floors – have space for this purpose, called the “elevator house”.
