Krasnoyarsk approved the budget for 2026-2028

At the regular session, deputies of the City Council unanimously adopted the main financial document of Krasnoyarsk for 2026-2028.
The mayor's office reported that the budget was formed taking into account the income and expenses of the four new territories that became part of the city district. The adoption of the document was preceded by extensive joint work with the deputy corps, including discussion of 15 municipal programs and consideration of materials at “zero” readings, public hearings and the relevant commission.
Compared to the starting parameters of the previous year’s budget, the volume of revenues in 2026 was significantly increased and amounted to 76.3 billion rubles, expenses were set at 80.6 billion rubles, and the deficit was 4.3 billion. During the year, the city will continue to work with federal and regional authorities to attract additional funds to resolve key issues.
The largest share of expenses (64%) traditionally falls on the social sphere, including education, culture and sports, work with youth and support for SVO participants. The budget takes into account the current needs and infrastructure development of the annexed territories.
At the same time, a separate vector is associated with the preparation of Krasnoyarsk for the 400th anniversary. 25.9 billion rubles will be allocated for these activities over three years. Due to this, new transport infrastructure and cultural facilities will appear in the city, iconic parks, squares and pedestrian spaces will be improved, and public transport will be updated.
“The general support for the budget expressed today generally speaks to the level of development of the project. I am grateful to the governor, the regional government, deputies and, of course, residents, since their appeals and questions made it possible to determine priorities and form a single consolidated financial document. It takes into account key areas – implementation of national projects, support for SVO participants and their families, preparation for the 400th anniversary of the city. At the same time, the adoption of the budget is not an end point, but rather the beginning of fruitful work, since all decisions that are important for citizens need to be implemented,” noted acting city mayor Roman Odintsov.
Let us remind you that earlier the Expert RA agency confirmed the credit rating of Krasnoyarsk at the level ruA+. The city's credit rating was assigned according to the Russian national scale and is long-term. The resulting rating reflects a high level of economic development, demographic development, low unemployment, a comfortable level of investment climate and budget balance, as well as a strong debt position.
