Rosseti Sibir and ONF discussed ways to resolve the backlog of power supply issues in the Krasnoyarsk Territory

The results of joint work on appeals from residents of the Krasnoyarsk Territory received on the direct line of the President of the Russian Federation in December last year were summed up at a round table of the regional headquarters of the All-Russian Popular Front (APF).
The event was attended by Anton Lukin, director of the Rosseti Siberia branch – Krasnoyarskenergo.
There were about 46 complaints under special control of power engineers. These are issues related to the quality of power supply, increasing capacity, abandoned networks and other areas in the area of responsibility of the energy company. The main part of the questions concerned preferential technological connection – 23 requests were received regarding this block. In 12 cases, the measures have already been completed, the issue of connecting residents has been resolved. The remaining contracts will be executed in the first half of 2026.
“This is due to the fact that the measures for technical connection of these consumers are expensive, with capital costs. Using the example of received applications, it can be noted that only 10% of the costs for them come from the applicants, and the actual costs that we incur as a network organization are about 26 million rubles. But thanks to the regulatory agreement that we signed jointly with the Ministry of Tariff Policy, both accumulated and current obligations to consumers will be fulfilled step by step,” explained Anton Lukin, director of the Rosseti Sibir branch – Krasnoyarskenergo.
The regulatory agreement will begin to operate in 2026 and provides for additional financing of the region’s electric power complex for the next 10 years. The Minister of Tariff Policy of the Territory, Alexander Ananyev, noted that this mechanism provides for additional control by the government and responsibility of power engineers both for the technological connection of consumers and for indicators of reliability and quality of electricity supply.
“In these two months, the network organization accomplished the same amount as in the previous ten. Therefore, if we don’t slow down and work efficiently, we will see positive changes in the industry in the very near future,” noted Alexander Ananyev.

The round table was also attended by residents who are waiting for private houses, garages and land plots in SNT territories to be connected to the networks. Using specific examples, we analyzed the general situation: connection becomes more efficient and faster within the framework of an integrated approach, when an application is submitted by the chairman of the SNT with the total allocated capacity, and not individually from each owner of the site.
Olga Zagitova, Commissioner for the Protection of the Rights of Entrepreneurs of the Krasnoyarsk Territory, emphasized that it is important to strengthen the company’s interaction with applicants, including representatives of small and medium-sized businesses. In addition, it is important to make feedback more accessible: improving the quality of services will allow most issues to be resolved in advance, without moving into the legal realm.
“Unfortunately, we see that there are no fewer complaints, but there is an understanding of the current situation, and our task is to work together and systematically to level it out. However, the openness of the company’s management, the courage to discuss their problems directly with dissatisfied consumers, and the willingness to work to change the state of affairs are encouraging,” summed up the chairman of the committee on economics and tax policy of the Legislative Assembly of the Krasnoyarsk Territory, Egor Vasiliev.
