The state borrows from the population again: What interest rates are offered in the last edition of FIDELIS in 2025

The Ministry of Finance is launching subscriptions in the last edition of the FIDELIS Government Bonds Program this year, starting today, December 5, and ending on Friday, December 12, 2025.

Resident and non-resident natural persons, over 18 years of age, can choose from the following issues, depending on the currency and desired maturity:

Government bonds in LEI:

  • 7.55% – the special tranche dedicated to blood donors, due in 2 years;
  • 7.50% – maturity at 6 years;
  • 7.10% – maturity in 4 years;
  • 6.55% – maturity in 2 years.

Government bonds in EURO:

  • 6.20% – maturity at 10 years;
  • 4.75% – maturity at 5 years;
  • 3.75% – maturity in 3 years.

Special benefits for blood donors continue

The Ministry of Finance continues to reward social solidarity through the tranche dedicated to blood donors and offers the highest interest rate of this edition: 7.55%.

Those who provide proof of blood donation from July 1, 2025, benefit from preferential conditions:

  • Maximum interest: 7.55% per annum.
  • Increased accessibility: The minimum subscription threshold is reduced 10 times, from 5,000 lei to only 500 lei.
  • Generous ceiling: Up to 100,000 lei can be invested in this tranche.

How to subscribe

The process is simple and affordable. The subscription can be made through the network of partner banks: BT Capital Partners & Banca Transilvania, Banca Comercială Română, BRD – Groupe Société Générale, UniCredit Bank and TradeVille (Libra Bank partner).

Minimum subscription thresholds:

  • 5,000 lei for standard issues in lei;
  • 500 lei for the issue dedicated to donors;
  • 1,000 euros for emissions in euros.

The advantages of investing in the FIDELIS Program

In the process of underwriting FIDELIS government securities, no commissions are charged by intermediary banks, and the income obtained, both from interest and from capital gains, is non-taxable. Holders of FIDELIS government bonds issued in previous maturing issues can reinvest undrawn availability at maturity by subscribing to this new issue.
