This is how the Americans prepared a peace plan for Ukraine. New behind the scenes


As Axios reports, The key moment in the entire process was a previously unreported meeting at the White House. It took place on November 18 and was attended by President Trump, Vice President JD Vance and Secretary of State Marco Rubio. The latter two – as described by the website – were then supposed to convince Trump that the 28-point plan could bring a breakthrough in negotiations to end the war in Ukraine.

During the meeting, Trump allegedly suggested that the plan would be presented to the Ukrainians by Secretary of the Army Dan Driscoll, who was supposed to be visiting Kiev anyway. Driscoll, who works at the Pentagon but is also a close associate of JD Vance, actually showed up in Kiev on November 20 and presented the plan to Volodymyr Zelensky. The Ukrainian president, informing about the meeting with Driscoll, wrote that they discussed “possibilities of achieving true peace, stages of work and formats of dialogue, as well as new impulses for diplomacy.”

Axios describes that the meeting between Trump, Vance and Rubio was similar to other such weekly meetings on Ukraine, which also include White House chief of staff Susie Wiles, Witkoff and the president's son-in-law and adviser Jared Kushner.

According to the portal, Witkoff and Kushner were the authors of the 28-point plan and then passed it on to Vance and Rubio, who – after reviewing the document – met with Trump on November 18 to get his green light. On November 20, Axios revealed a 28-point plan.

The American portal also describes the relationship between Rubio and Vance. Some media reports reported that Rubio was more favorable to Ukraine's position and Vance was more favorable to Russia's position. According to Axios sources, this is not true.

According to the website, while working on the peace plan, Rubio and Vance “worked as one team,” and their good relations date back to the time when they both served in the Senate. Rubio is also expected to be reconciled with the fact that Vance will seek the nomination of the Republican Party before the next presidential elections, and he intends to support him in this intention.

A peace plan for Ukraine is getting closer?

Last week, the US presidential administration presented a 28-point peace plan to the Ukrainian president, insisting that it be accepted no later than Thursday, November 27. According to media reports, this plan would oblige Kyiv, among others, to: not to join NATO, limiting the number of troops to 600,000. soldiers and giving Russia part of the territory.

Last Sunday, talks between the US and Ukrainian delegations took place in Geneva, devoted to the agreement based on a 28-point plan. Kiev announced that the original draft of the peace plan had been changed and the document currently contains 19 points.
