The non-official document contained language that Russia had previously used during negotiations, including making demands that Ukraine rejected, such as giving up much of the territory in the east of the country.

According to Reuters, this is the first confirmation that the document – the existence of which was first reported by the agency in October – was a key element of the 28-point US plan. The agency noted that it was unclear why and how the Trump administration began relying on the Russian document to create its own peace plan.

According to the cited sources, some high-ranking representatives of the US administration who reviewed the document, including Secretary of State Marco Rubio, believed that Moscow's demands would probably be rejected by the Ukrainians. After the Russians handed over the document, Rubio discussed it in a telephone conversation with Russian Foreign Minister Sergei Lavrov, the sources said.

This week, Rubio confirmed to reporters in Geneva that he had received “numerous unofficial documents and materials of this nature,” but did not provide details.

The plan was developed at least in part during a meeting in Miami in October with Trump's son-in-law Jared Kushner, Trump's special envoy Steve Witkoff and Vladimir Putin's special envoy Kirill Dmitriev. Few State Department and White House staffers were briefed on the meeting, two sources familiar with the matter told Reuters.

The peace plan in its original version was poorly received by both Ukraine and its European allies, who believed that it played too much into Russia's hands. As a result of the negotiations conducted since the weekend, nine points were removed, although several issues, especially possible territorial concessions, still need to be agreed.
