The government of Tuva is considering the possibility of attracting investors from China and Mongolia to complete the construction of the Kyzyl (Tuva) – Kuragino (Krasnoyarsk Territory) railway. Earlier it was reported that the Kyzyl-Kuragino railway line, which will connect Tuva and the Krasnoyarsk Territory, could become part of the railway line to China. The Kyzyl-Kuragino construction project has been discussed for the last 20 years. At the moment, Tuva is not connected to other regions through the railway network. In April 2021, the project was suspended until 2026.
“There is some interest in the proposal of Chinese partners to ensure the construction of railway and, if necessary, energy infrastructure on Russian territory in exchange for the Russian side granting the right to develop mineral deposits in the territory of the Republic of Tyva,” the publication quotes Donskikh. According to Kommersant, the regional authorities plan to conclude a framework agreement with the Mongolian Chinggis Khaan Group on cooperation in the development of infrastructure in the republic. In return, investors from China may receive the right to develop deposits of rare and rare earth metals in the region. TASS does not yet have official comments from the government of the republic.
Initially, the project for the construction of the Kyzyl-Kuragino branch was planned to be implemented by Ruslan Baysarov’s company TEPK Kyzyl-Kuragino JSC. Later, the Chairman of the Board of Russian Railways, Oleg Belozerov, and Baysarov signed an agreement, according to which Russian Railways received the status of the general contractor of the project.
