Minister Domański about the president's project. “Not systemic”


The minister referred to the draft bill lowering electricity prices authored by President Karol Nawrocki.
“In a nutshell – reducing VAT or… waiving some fees is not a systemic solution. We want cheap electricity for Polish families, for Polish enterprises, and we know what needs to be done to make electricity cheaper – invest in cheap energy sources, those that produce electricity cheaply, invest in the network so that this energy is transported effectively, said Domański.
“However, lowering, for example, VAT means that… this VAT would have to be increased somewhere elseif we want to maintain the stability of public finances,” he added.
Let us recall that on Wednesday, the Sejm received a presidential draft bill amending certain acts in order to reduce electricity costs and financing energy support systems from funds from trading in CO2 emission allowances.
The draft amendment provides, among others: reducing the VAT rate on electricity from 23%. up to 5 percent

What's in the president's bill?
Last Friday, President Karol Nawrocki signed a bill lowering energy prices by 33%. It assumes, among others: elimination of additional fees included in the price of energy, including renewable energy, capacity, cogeneration and transition fees.
The project is the implementation of one of the promises made by Karol Nawrocki during the presidential campaign.
— In 2025, Poland stood on the inglorious podium of increasing electricity prices. In Poland, these increases amounted to 20 percent, they were higher only in two countries in Europe (…). It shouldn't be like this, said the president. He added that our country is “the second country (in the European Union – PAP) with the highest electricity prices after the Czech Republic.”
— I came up with a legislative initiative that is based on four strategic points. (…) I propose not only a shield, but this time I propose – as the president of Poland – a real sword to remove from Poles' electricity bills those burdens that Poles should not bear, he declared.
As he said, the project assumes the elimination of additional fees included in the price of energy, including renewable energy, capacity, cogeneration and transition fees. The second pillar, as he said, is to reduce the costs of certificates, the third is to limit distribution fees, and the fourth is to change the principles of system balancing. The president also proposes 5%. VAT rate for electricity.
