According to the prosecutor's office, Zbigniew Ziobro allegedly committed the crime 26 crimes. These include, among others: giving orders to subordinates to break the lawTo provide selected entities with subsidies from the Justice Fundand also interfering in the preparation of competition offers and allowing funds to be awarded to unauthorized organizations.

According to investigators, Ziobro acted consciously to obtain financial, personal and political benefits, acting to the detriment of the state. Taking into account the prepared charges, the maximum penalty that can be imposed in this case is 25 years' imprisonment.
The justification for the application for permission to detain and arrest the former Minister of Justice stated that there is a high probability that he will not participate in the proceedings and will take actions aimed at avoiding or limiting liability. The fear of escape, hiding and procedural fraud was also emphasized.
Investigative findings show that irregularities in the operation of the Justice Fund could have been of a systemic nature and served to build the political base of the former minister and his associates. According to the prosecutor's office, money from the fund – originally intended to help crime victims – was to go to organizations linked to Sovereign Poland's politicians.
