Without financial assistance from the state budget, there will be even fewer tickets for the railway.
“Ukrzaliznytsia” enters 2026 with a forecast of more than UAH 28 billion in losses, most of which are passenger transportation. Currently, the deficit is partially covered by subsidies from the Reserve Fund, but the company needs systemic state support, writes the Center for Transport Strategies.
During the war, Ukrzaliznytsia performs strategic and social functions – air transportation was transferred to it, in addition, it is the railway that provides supplies for the Defense Forces of Ukraine. However, without support from the state, UZ can simply stop.
It is impossible to compensate passenger losses at the expense of cargo transportation, as was done before – according to economists, this will only deepen the crisis in the economy, because Ukrainian enterprises will accelerate bankruptcy. Therefore, the state should provide funding for the company from the state budget for at least the next few years.
