PiS focuses on apartments. Ambitious plans versus skepticism


Behind us Law and Justice convention held on October 24-25, 2025 in Katowice. In the program document “Thinking Poland” Jarosław Kaczyński, president of the partywrites: “If we are to remove Donald Tusk from power and then govern efficiently and effectively in the name of the Polish national interest and Polish raison d'état, then this pro-development program must be the best possible. (…) And if this happens, then Poland will win. Poles will win.”
Housing is to be one of the key areas of this policy — both in the social and economic dimensions. Jakub Banaszek, local government officialmoderator of the panel “Housing – the key to demography and development”, which took place during the PiS program convention, emphasizes: “Owning your own apartment is not a luxury, it is the foundation of the future of Polish families. There is no modern demographic policy without an ambitious and – most importantly – effective housing policy.”

Housing voucher – demographic incentive and demand impulse
Housing voucher this is one of the most recognizable points of the program. It provides financial support for families:
- 40 thousand PLN for the first child,
- 100 thousand PLN for the third child,
- up to 200 thousand PLN for large families.
Bartosz Marczuk, demography expertexplains in the document “Thinking Poland”: “State support should reward offspring. A housing voucher is not a cost, it is an investment in the future. Changes in the labor market are also important, enabling the responsibilities of parents and employees to be combined. We also need to change the Polish school into a more friendly one for children and parents.”
Jacek Piotr Kacprzyk, real estate market expertwarns that a voucher can increase liquidity on the demand side, but if poorly designed it will cause a deferred demand effect and market destabilization. “The pace and precision of implementation are key,” he says.

SIMs – cheap apartments with the prospect of ownership
Social Housing Initiatives (SIM) it is a form of rental housing with the possibility of obtaining ownership. Włodzimierz Tomaszewski, PiS MPwrites in the analyzed document: “Cheap apartments, in today's realities of shortages of the housing construction and rental market, are SIMs – a form of construction using public assets. (…) Financial support of up to 45% of the investment value from state institutions and access to favorable credit – without burdening municipal budgets and without forms of credit that increase apartment prices on the development market.”
SIMs are also intended to protect against rent increases and offer cheap energy. Currently, 542 municipalities are involved, but the program has been stopped in 2024. PiS announces its unblocking and expansion.
Mortgage loans – stability instead of risk
Economist Leszek Skiba indicates the need to introduce mortgage loans with a fixed interest rate for 20-30 years. “Long-term loans with a fixed rate are a condition for market stability and housing availability. Loans with variable rates dominate in Poland, which increases the risk for consumers,” we read in the document “Thinking Poland”.
Bartosz Turek, real estate market analystestimates that fixed interest rates reduce risk but weaken the impact of interest rates on inflation. – This requires the involvement of the National Bank of Poland and stable financing mechanisms – he emphasizes.
Experts: balance between demand and supply
– Every program that can actually improve the availability of housing deserves analysis – comments on the proposal to introduce a housing voucher Przemysław Dziąg, deputy general director at the Polish Association of Developer Companies. – But it must be constructed in such a way that it does not increase prices. Sustainable improvement in housing availability requires not only support for demand, but also actions to increase supply, including: improvement of planning and investment procedures – points out.
Demography and suburbanization – housing as a condition for the family
Mateusz Łakomy, demography expertin the PiS program document writes: “The most important thing from the perspective of fertility is to have your own apartment early, at the age of twenty.”
Proposed actions:
- own contribution guarantees for young people,
- preferential loans for the first apartment,
- development of suburbanization with access to public transport.
Rental market – regulations and taxation
Katarzyna Szwarc, plenipotentiary at the Ministry of Finance during the government of the United Rightwrites: “The lack of access to stable and affordable housing prevents many young people from getting a good education and a promising job. (…) Apartments have become a speculative asset, which deepens wealth inequality and hinders access for young generations.”
Suggestions:
- higher taxation of rental profits,
- limiting the use of apartments for hotel purposes,
- promoting investment in the economy instead of real estate.
Financing – billions off budget
The budget for 2025 includes PLN 2.5 billion for social and municipal construction. Leszek Skiba proposes: “The BGK Fund could issue debt outside the budget, which would allow for the construction of half a million apartments within 20 years. (…) This solution allows for the implementation of an ambitious housing program while maintaining the stability of public finances.”
Housing as a right, not a luxury
Local government official Lucjusz Nadbereżny assesses: “Housing is not a luxury, but a right and the foundation of a decent life. (…) Young people do not need more social programs – they need a roof over their heads. And they need it now, not in ten years.”
The PiS housing program may become one of the banners in the election campaign before the parliamentary elections in autumn 2027. Is this an attempt at a comprehensive response to the demographic, social and economic crisis? Housing vouchers, SIMs, fixed-rate loans and spatial planning reform are ambitious proposals. But their effectiveness depends on the details, financing and consequences of implementation. Without this – as experts warn – it may be another campaign promise that will not bring lasting change.
