In the Krasnoyarsk Territory, municipalities are preparing to form budgets for 2026-2028

The execution of local budgets and approaches to the formation of basic financial documents for territories for 2026–2028 were discussed at a conference call in Krasnoyarsk.

The meeting participants – Deputy Chairman of the Regional Government – Minister of Finance Vladimir Bakhar and representatives of the region's municipalities – noted that this year local budgets are being executed stably: additional tax and non-tax revenues of about 2.4 billion rubles are expected.

More than 1.7 billion rubles have been allocated to support the territories for the current year. The funds will be used to compensate for lost income, repair and maintenance of infrastructure, roads, landscaping and other areas.

“It is important to ensure full and timely fulfillment of budget obligations, including wages and social support measures, by the end of the year, and to prevent the formation of accounts payable,” emphasized Vladimir Bakhar.

The Deputy Prime Minister noted that the formation of budgets for the next three years is taking place in difficult conditions. However, the region's economy remains stable. Among the priorities of the regional budget policy is the promotion of sustainable development of territories, taking into account the transition to a one-level system of local self-government. For this purpose, amendments have been prepared to the regional laws on the budget process and interbudgetary relations.

During the transition period, funding for municipalities was maintained and increased in certain areas. Among the important areas in 2026 are road repairs – 4.6 billion rubles, development and modernization of housing and communal services – 4.6 billion rubles, resettlement from emergency housing – 3.7 billion rubles, landscaping – 3.1 billion rubles. Transport accessibility of the territories is under special control.

On behalf of the governor, financial policy is focused on involving the population in the budget process. Priorities are formed taking into account the opinions of residents, including through the development of the practice of proactive budgeting. In the coming years, the number of events with the participation of citizens will increase: they are planned within the framework of six state programs of the region.

According to the procedure, local budgets must be submitted to representative bodies no later than November 15 and adopted before the end of the current year.
