— From the very beginning, I was against calling this project (CPK-PAP) this way, especially since we are not centralizing Poland, Klimczak said on TVP Info. – We work on the entire network. If a line from Warsaw to Łódź, from Łódź to Poznań, to Wrocław is being built, we are trying to ensure that other lines are also developed and that the high-speed railway continues, he added.
— The name of CPK will be changed because the project has been changed, its parameters have been improved, it is more functional, it is not centralized, the minister emphasized. — What the new airport will be called and what the name of this project will be is a separate issue. I do not deny that I think and work on this topic, because this name has been discredited – he said. He also emphasized that the Minister of Infrastructure is not the plenipotentiary for CPK.
When asked how many plots had been purchased for the high-speed railway, the minister spoke of 140 hectares of land between Łódź and Warsaw. -We're on schedule. This pace is appropriate and the works will be completed by 2032, when the high-speed railway is to be commissioned in parallel with the opening of the airport, he noted.

A plot of land scandal
On Monday, WP reported that the Ministry of Agriculture and Rural Development – just before PiS lost power in December 2023 – gave consent to the sale of a 160-hectare plot to the vice-president of a private company – Dawtona. The sale took place despite the opposition of the authorities of the Central Communication Port, for the construction of which the plot was crucial, because this land – in Zabłotnia near Grodzisk Mazowiecki – is to be crossed by a high-speed railway line from Warsaw to CPK.
Prime Minister Donald Tusk on Tuesday, referring to this situation, said that today “everyone in Poland” reads the abbreviation CPK as “all PiS is stealing.” He added that the then Minister of Agriculture agreed to the sale of the plot on October 19, 2023, and the entire process and key formalities were completed within 24 hours, between November 30 and December 1, 2023.
CPK representatives informed on Monday that the previous management had already unsuccessfully demanded that KOWR hand over the plot. Since July 2025, the prosecutor's office has been investigating whether KOWR officials exceeded their powers when selling the plot.

What will CPK be?
The CPK Program is to include, among others: a central airport, located between Warsaw and Łódź, and a high-speed rail system. The new airport is to be initially adapted to handle 34 million passengers a year and designed in such a way that it can be flexibly expanded in the long term, in line with the needs and market development forecasts.
According to the adopted schedule, the construction of the CPK airport in the Baranów, Wiskitki and Teresin communes is to begin in 2026. In 2031, the airport is to obtain the necessary certifications, and in 2032 it is to be put into operation along with the first section of HSR in Poland, Warsaw – CPK – Łódź. The estimated investment cost until 2032 is PLN 131.7 billion.
