SuperLiga: Measures announced by the Gendarmerie for the match Dinamo – Rapid. 70 microbists are banned from entering the National Arena

The match between FC Dinamo and FC Rapid, from the 13th stage of the Super League, will be played on Sunday, from 8:30 p.m., at the National Arena. The Gendarmerie announces that 39 supporters of the home team and 31 supporters of the away team are banned from participating in football matches, according to News.ro.
For the conduct of this sports event in conditions of order and public safety, the Gendarmerie of the Capital, together with the other institutions with attributions in the field, announced that it will take measures for the safe movement of supporters to and from the stadium, as well as to ensure a climate of safety in the Capital.
Spectators will have access to the stadium starting at 6:30 p.m., only on the basis of tickets or invitations provided by the organizer, together with an identity document in physical or electronic format.
The access of FC Dinamo 1948 Bucharest team supporters to the sports complex will be via bld. Pierre de Coubertin and Maior Ion Coravu str., for Tribuna I, Tribuna II and Peluza I North, while the access of FC Rapid Bucharest team supporters will be through bd. Bessarabia, for Peluza II South.
Supporters' access will be carried out under the guidance of law enforcement, after a rigorous control carried out by the Gendarmerie and the specialized protection and security company.
For safety reasons, the Gendarmerie recommends visiting supporters not to wear or display FC Rapid Bucharest team insignia in other areas of the stadium, except the one in Peluza II Sud, which is specially intended for them.
A number of 39 supporters of the home team and 31 supporters of the away team are banned from participating in football matches, meaning that their possible attempt to enter the sports arena constitutes a crime, according to the provisions of art. 31, para. 1 of Law no. 4/2008 regarding the prevention and combating of violence during sports competitions and games, with subsequent amendments and additions.
For this football match, for safety reasons, additional measures will be adopted to control vehicles and people, with the aim of preventing the introduction into the stadium of both pyrotechnic materials and other objects prohibited by the regulatory framework in force.
For the safe conduct of the sporting event, the Gendarmerie of the Capital addresses the following recommendations to the spectators:
- to show patience, to respect the instructions of the gendarmes and to avoid involvement in conflicts of any nature;
- if they witness the commission of acts of an antisocial nature, to request the support of law enforcement in the area;
- parents to supervise children with increased attention.
In accordance with the provisions of Law no. 4 of 2008 regarding the prevention and combating of violence during sports competitions and games, with subsequent amendments and additions, spectators are obliged to strictly comply with the measures established by the organizer and law enforcement, on the travel routes to/from the venues of sports competitions and games, near and inside the sports bases.
Also, in accordance with the provisions of the same normative act, the entrance to the stadium, the access of the public through the turnstiles, the guarding of the changing rooms and the protection of the referees, the guidance and supervision of the public in the stadium are carried out by the agents of the security and protection company, contracted by the organizer.
According to the legal provisions in force, spectators are not allowed to bring into the stadium alcoholic beverages, pyrotechnic materials prohibited by law or other objects that may endanger the safety of the participants in this sports competition.
At the same time, supporters are advised not to get involved in incidents that could lead to disturbance of public order and peace, delimiting themselves from any form of verbal or physical aggression that could lead to violent manifestations, with the mention that any violation of the legal provisions in force will be firmly sanctioned by law enforcement. Thus, those who commit antisocial acts will be identified on the spot or after the sports game in order to be sanctioned according to the legal framework in force.
In accordance with the provisions of art. 5 of GEO no. 31 of 2002 regarding the prohibition of organizations, symbols and acts of a fascist, legionary, racist or xenophobic character and the promotion of the cult of persons guilty of crimes of genocide against humanity and war crimes, with subsequent amendments and additions, the act of the person promoting, in public, the cult of persons guilty of crimes of genocide against humanity and war crimes, as well as and the act of promoting, in public, fascist, legionary, racist or xenophobic ideas, conceptions or doctrines, in the sense of art. 2, lit. a), is punishable by imprisonment from 3 months to 3 years and the prohibition of certain rights.
Also, in accordance with the provisions of art. 20 of Law no. 75/1994 regarding the hoisting of the Romanian flag, the singing of the national anthem and the use of seals with the coat of arms of Romania by public authorities and institutions, with subsequent amendments and additions, citizens are obliged to show respect for the flag and the national anthem of Romania and not to commit any act that would offend them. Violation of the prohibition provided for in art. 1 paragraph 31 of the same normative act constitutes a contravention and is sanctioned with a fine from 10,000 lei to 20,000 lei.
Under another aspect, in accordance with the provisions of art. 11 of Government Decision no. 859/2021 for the approval of the authorization procedure for aircraft flights in the national airspace, carrying out flights with civil aircraft without a pilot on board (drone type) over the city of Bucharest, without holding authorizations, constitutes a contravention and is sanctioned with a fine from 2,000 lei to 40,000 lei.
Also, in accordance with the provisions of Law no. 4 of 2008 regarding the prevention and combating of violence during sports competitions and games, with subsequent amendments and additions, the gendarmes will supervise the behavior of the spectators, both on the inflow/outflow routes to/from the sports base, as well as inside it, including by making video recordings and operative photos in order to identify people who commit antisocial acts.
