Households where seniors live are less likely to be in debt than others

On Wednesday, the Parliamentary Standing Subcommittee for the safety of the elderly considered information from the Minister of Justice and the president of the Central Statistical Office on the level of debt among older people and the analysis of problems and support programs, as well as information from the Minister of Education on economic education for older people.
Piotr Łysoń, Deputy Director of the Department of Social Research and the Labor Market at the Central Statistical Office, presented to the committee information from two representative surveys – Household Budgets and the European Survey of Living Conditions (EU-SILC).
He said that according to the Household Budget survey, in the case of all households, nominal income (not taking into account inflation) in 2023-2024 increased on average by about 18%. For households with one elderly person (60 years or more) it was 17%. In the case of households where only elderly people live, the increase was 14.6%. In the same period, the expenses of these households increased by 12.4%.
He added that the study shows that among all households, 78 percent had no debt, a among those where there was at least one elderly person – 87.4%. He also emphasized that about 1 percent respondents who had debt declared that they were not always able to repay on time.
As he said, the EU-SILC study shows that 77.1 percent respondents declared that their household was able to cope with an unexpected expense of PLN 2,050. There were 72.6% of such responses in households with at least one person aged 60 or more. He added that for financial reasons, 3.5% of households failed to pay fees on time at least once in the last 12 months (e.g. for gas, water or garbage collection). total households and 2.4 percent households where there was at least one person aged 60 or more.
Deputy Director of the Department of Funds and Free Legal Aid at the Ministry of Justice, Magdalena Rams, informed that As part of the system of free legal assistance and civic counseling, the ministry provides approximately PLN 150,000 annually to older people. advice. They concern primarily areas of civil law related to family matters, inheritance and the valuation or ownership of movable and immovable property.
She also said that the ministry, in cooperation with the minister for senior policy, the ministry of digitization and NASK, last year launched a pilot program for legal education of older people in the Świętokrzyskie Voivodeship. During the workshops, seniors discussed issues related to online safety, domestic violence, last wills (so-called annuity contracts, wills, donation contracts) and issues related to consumer contracts.
So far, she said, 12 meetings have been held in various counties, attended by about 800 seniors.
Rams noted that this is a good form of education because older people need direct contact with the speakers. – They need to illustrate Internet crimes, what the Internet is, what being online is, social media, and what threats are associated with it. The information chaos that prevails on the Internet is incomprehensible to seniors, she said.
Maciej Lasota, head of the Department of Innovation and Development at the Ministry of National Education, emphasized that formal education for adults is provided in the form of personal education in schools and courses. He noted that research on the economic activity of the population shows that only 0.5 percent people aged 55 to 75 use this form of education, which leads to increasing the level of education or obtaining a specific professional qualification. He added that people from this age group more often (about 7%) use forms of education that do not lead to obtaining a specific qualification. (PAP)
