Will e-diplomas go to mObywatel? The government is in favor of amending the regulations on studies

On Wednesday, the government adopted a draft amendment regulating the implementation of issuing study completion diplomas, as well as doctoral and habilitation diplomas in electronic form. The project assumes that the obligation to issue e-diplomas will be introduced on January 1, 2027. They will also appear in mObywatel.


“Importantly, paper diplomas will be prepared free of charge – at the student's request,” the Ministry of Science emphasized in an entry on the X portal.
As we read in the announcement of the Chancellery of the Prime Minister, the new regulations are intended to comprehensively regulate the implementation of issuing e-diplomas. The project envisages a 6-month postponement – to June 30, 2026 – of the deadline for launching the diploma repository and a 12-month postponement – until January 1, 2027 – of the obligation to issue them in electronic form.
“The change in the deadlines for issuing electronic diplomas results from the need to ensure full technical and organizational readiness of the Information Processing Center – National Research Institute, which is responsible for creating the e-Diploma repository. Universities and scientific institutions that will issue diplomas in electronic form also need more time for preparation,” it was described.
The project also organizes the provisions regarding the electronic form of study completion diplomas and diploma supplements – as their mandatory and basic form.
“Unification of the form of documents will increase the transparency and credibility of the system and ensure a high level of data protection thanks to the use of qualified electronic signatures and seals,” we read.
As noted, the diploma and supplement will be issued free of charge within 30 days of graduation. The document issued in electronic form will be stored in the repository.
“Thanks to the electronic form, the document will be difficult to forge, and the graduate will have easy and safe access to his diploma at any time,” it was emphasized.
The repository is to be created as a database of the POL-on Higher Education and Science Information System. “It will collect registered diplomas and data identifying their holders, i.e. study graduates and people who have obtained scientific degrees, and will enable immediate verification of their authenticity,” we read.
According to the project, the graduation diploma and supplement in paper form are to be prepared free of charge, within 30 days of issuing the diploma in electronic form, at the student's request – submitted by the date of graduation.
“It will be possible to prepare a diploma in paper form only after it is issued in electronic form. This solution will ensure that paper documents will be compatible with electronic documents stored in a uniform, secure system,” it was noted.
According to the Ministry of Science and Higher Education, e-diplomas will also appear in mObywatel.
