How to turn the energy of spontaneous initiatives into a sustainable resource for the development of the city? The answer to this question is designed to give the project “Pulse of Development: Accelerator of NPO strategies”.

During the two-day installation session, which launched the project of 28 teams from non-profit and budgetary institutions of the city and Taimyr, they began work as part of a large-scale two-year initiative (2025-2027), implemented by the “Our Norilsk” Consulting and Resource Center for Norilsk. The purpose of the project is to help the public sector move from solving individual problems to develop long -term strategies.

It was this problem – evolution from inspired, but chaotic initiatives to systematic work that, in his speech, was revealed by the chairman of the Norilsk City Council of Deputies Alexander Pestryakov. He compared the early stage in the development of social activity with the period of “wild ideas”, which “appeared spontaneously, were inspired, but still unstructured and weakly connected with each other.”

“Today, Norilsk has entered a new phase when the need to transform disparate ideas and projects into complex development strategies has come up,” Alexander Pestryakov emphasized. – The transfer of initiatives into a system of strategic plans is important for the effective distribution of resources and sustainability of urban development. That is why I consider the project “Pulse of Development” timely.

Non -profit organizations have long become an integral part of city life. As the speakers noted, it is NGOs that often more effectively react to social challenges, solving those pressing problems that the hands of municipal or commercial structures do not always quickly reach. They are able to quickly adapt to changes, occupy free niches and create attraction centers for people, forming a comfortable social environment that holds residents in the Arctic and makes the territory attractive to life.

How exactly the transformation will take place, explained the project manager Elena Porokhina. The accelerator is based on work on eight thematic tracks, formed on the basis of a direct request from participating organizations. A key to the teams will play a bunch of federal and local specialists. Leading Russian federal experts headed each of the tracks and during the installation session carried out intensive diagnostics with teams. Their work will continue and adapt local trackers – Norilsk specialists who have undergone special training. It is they who will provide further individual support and will remain for organizations a support point after the completion of the active phase of the project.

This support system will be complemented by a wide pool of social experts. These are more than 60 representatives of the authorities, business, Norilsk Nickel and public opinion leaders who act as mentors. Possessing significant experience in their areas, they will help the teams coordinate their actions with the realities of the city and make sure the relevance of the plans developed.

Special attention is paid to the participation of organizations from Taimyr. As the deputy head of Taimyr on financial and economic issues, Natel Skobev, noted, while only three teams participate in the first stream, but they will become “first swallows” that will bring new knowledge and approaches to the municipal district. For them, according to Elena Porokhina, a special, individual work format is provided.

The project is designed for two years and will be held in two streams. The first, which has started now, will end in March 2026 by a public presentation of the developed strategies before the expert council. After that, the set for the second stream will begin, in which another 16 organizations will take part.

An example of a successful strategic approach to which the Accelerator participants can strive for is the Norilsk Museum. Its director Natalya Fedyanina shared her experience, emphasizing that today's success of the institution she headed is the result of many years of work based on the concept developed ten years ago. This document has become the strategic guideline that allowed the museum not to spray into individual projects, but systematically move towards the goal, turning into a key cultural center that implements such projects as “Polar-resident” and the creation of the Arctic Museum of Contemporary Art (AMMA).

The key partner and initiator of the project was the Foundation for target capital “Our Norilsk”. Its director Anna Makukha emphasized that the accelerator helps to create the same “financial pillow” that is necessary for stable work. “Development pulse” is an investment in people and their ideas, ”she said. – If the fund’s team sees that you actually have worthy strategies, we are ready to financially support them. ”

Ultimately, the “development pulse” is a story about people who change the city for the better. Strengthening the competencies of local activists and their organizations, the project directly invests in the quality of life of Norilsk and the residents of Taimyr, helping to make their initiatives more stable and effective, and therefore more useful for the entire community.
