The president signed the act on heating voucher and freezing of electricity prices for households in the fourth quarter of this year. – the head of the Chancellery of the President of the Republic of Poland Zbigniew Bogucki informed on Friday. Pursuant to the Act, the current price is to be frozen at PLN 500 per MWH net.


Bogucki estimated that the law signed by the president is “important for many Polish families.” – In short, energy prices will be frozen for the next quarter – noted the presidential minister.
In his opinion, the signed act is not perfect because it does not provide for freezing energy prices, e.g. for entrepreneurs, farmers, local governments and hospitals. – Well, but this solution that has been proposed is good for Poles, it is good for those who can use it – he assessed. He also pointed out that not everyone would be able to use the heating voucher.
According to Bogucki, the August veto of President Nawrocki forced the government to “start working, to accept a better solution expected by Poles.”
Pursuant to the new regulations, a heating voucher is to be support for households using system heat in the second half of 2025 and in the entire 2026. The voucher will be awarded on the basis of income criteria. Households will receive it, which: they reach a monthly income equal to or lower than PLN 3,272.69 in the case of single farms; achieve an income equal to or lower than PLN 2454.52 per person in the case of multi -person farms. In addition, these farms will have to use the system heat supplied by the energy company and pay for heat above PLN 170/GJ.
The “zloty for PLN” will apply – the voucher will be granted even after exceeding the income criterion, but its amount will be reduced by the amount of this exceeding. The minimum voucher amount is PLN 20; Below this amount, the voucher will not be paid.
The heating voucher will be awarded twice: for the period from July 1, 2025 to December 31, 2025 (once) in the amount of PLN 500 – when the heat price is higher than PLN 170/GJ and not higher than PLN 200/GJ; in the amount of PLN 1,000 – when the heat price is higher than PLN 200/GJ and not higher than PLN 230/GJ; in the amount of PLN 1,750 – when the heat price is higher than PLN 230/GJ.
In turn, for the period from January 1, 2026 to December 31, 2026, the voucher will be awarded once in the amount of PLN 1,000 – when the heat price is higher than PLN 170/GJ and not higher than PLN 200/GJ; PLN 2,000 – when the heat price is higher than PLN 200/GJ and not higher than PLN 230/GJ; in the amount of PLN 3,500 – when the heat price is higher than PLN 230/GJ.
According to the government, the total cost of functioning of the heating voucher by the end of 2026 will amount to PLN 889.4 million.
PLN 500 per MWh net of net current until the end of the year
The Act also extends until the end of 2025. The currently applicable right to use by households from a frozen electricity price at the level of PLN 500 per mWh net. Minister of Energy Miłosz Motyk estimated that the extension of the right to a frozen power price for 2026 would not be necessary.
The head of the Energy Ministry also declared that “we will do everything so that from the new year the price of electricity in the tariff drops below PLN 500/MWh.” “This will be the real effect of our rule. Energy transformation is the introduction of an increasing number of stable and cheap energy sources into the system. The goal of our activities is to reduce the costs of energy and heat in the long run,” Motyk declared.
The provision on the extension of the possibility of using the frozen price was previously in the distance act, containing regulations for the construction of wind turbines. At the end of August, the act was vetoed by President Karol Nawrocki, who then submitted to the Sejm a draft law extending the freezing of the prices of electricity identical to the provisions that were in the vest.
