Classes became part of the first module of the regional personnel program, which is implemented on behalf of the President of the Russian Federation Vladimir Putin and on the initiative of the Governor of the Krasnoyarsk Territory Mikhail Kotyukov.
The training started in September for 60 participants in the course of the “State and Municipal Administration” of the Russian Academy of National Economy and Public Administration under the President of the Russian Federation. In addition, another 30 participants are in the combat zone. They will undergo training after graduation. Each has a mentor from among the current managers of the regional or municipal levels.
On the eve of Krasnoyarsk, in the framework of the project, practical classes of the program participants took place. They began with an installation meeting with the temporarily executing the powers of the head of the city Roman Odintsov. The meeting was also attended by Marina Kartashova, a member of the Presidential Council for the Development of Local Self -Government.
“The capital of the Krasnoyarsk Territory continues to develop and prepare for its 400th anniversary. Under federal and regional support, a street-road network is updated, there are a improvement of squares and yards, schools are opening. A special role in the processes of the city administration is increasingly occupied by the proposals of residents, so it is often necessary to take into account different opinions. Sometimes for the best solution to the problem, not so much competence is needed as indifference and responsibility. And it is precisely these qualities, I am sure that each of you fully possesses, ”Roman Odintsov addressed the program participants.
During the meeting, veterans discussed their own with Roman Odintsov various issues of management at the municipal level, including the priorities of budget execution, control of road repair and improvement, and MSW export. Further, the project participants got acquainted with the work of the Krasnoyarsk City Council of Deputies. Then, on -site sessions took place on municipal objects.
During a visit to school No. 45, the participants in the personnel program were talked about the functioning of the largest social sphere of the city – the education industry, which work over 23 thousand specialists. Separately, the issues of organizing and conducting overhaul of institutions were considered.
“Today there was a good opportunity to see from the inside how the authorities work at the local level. I remembered a visit to the school. I myself work in the field of education – the head of the branch of the Southern Agrarian College in Idrinsky. I am sure that a lot will give us a lot of knowledge in terms of knowledge, skills for further work, ”said Yuri Trofimov, a participant in the Siberian Character program.
Veterans visited Molokova Island, where the qualifying stage of the city military-sports game “I serve the Fatherland”, the organizer of which is the Patriot Youth Center. Guests showed how the teams compete. In addition, they got acquainted with the activities of the Youth Center for the patriotic education of youth.
“I learned a lot about the work of the authorities, what tasks are faced with, and that sometimes you need to take into account different opinions of the inhabitants. There are problems, the government recognizes this and consults with the population how to solve them, ”said the program participant Konstantin Alypov. – According to the program, we still have to learn a lot. I myself am a former physical education teacher. And schools today invite people to work, especially with combat experience. ”
At the Center for the Road Organization, the participants of the personnel program presented the experience of Krasnoyarsk in organizing monitoring and management of the road network. The school day ended with a visit to the Memorial of Victory Museum. Veterans laid flowers to the eternal fire on Victory Square.
“The program itself is very interesting, first of all, for those who study. These are people who are truly having a certain hardening, combat experience, therefore they need a special approach to convey knowledge, skills, give them an understanding of the state structure and activities of different levels of power. It is important that they see their demand in this area, and then come to work, benefit the country and people. This is one of the areas of personnel policy. But it is also necessary to help the children to rebuild, continue to develop their professional and personal qualities for creating in peaceful life, ”said Marina Kartashova, a member of the Presidential Council for the Development of Local Self -Government.
