TikTok Shifts Ad Spending After Meta Blocks Access

TikTok has quickly adapted following Meta’s recent restrictions on advertising access across several markets. According to Sensor Tower data, the platform has redirected its advertising expenditures towards YouTube, Pinterest, and various mobile ad networks. Before its exclusion on October 8, TikTok was a significant advertiser on Meta’s platforms.

TikTok’s message to Meta is clear: if you don’t want our advertising dollars, your competitors will take them.

In a decisive move this month, Meta has restricted ByteDance, TikTok’s parent company, from advertising on its platforms in certain markets. The rationale provided by Meta was straightforward; it did not want to support ads for a competitor aimed at diverting users from Facebook and Instagram.

YouTube Benefits from Shift

In light of this ban, TikTok has shifted its advertising focus. Estimates shared with CMO Insider by Sensor Tower indicate that following the implementation of the ban on October 8, TikTok’s budget reallocation has benefited platforms like YouTube and Pinterest. The share of TikTok’s ad spending directed to YouTube rose to 17% between October 9 and 16, up from 9% in the first week of October. Similarly, expenditures on Pinterest increased to 9%, from just 3% at the start of October.

The majority of TikTok’s ad budget—58%—has been redirected to mobile ad networks such as Google’s AdMob, compared to 19% in early October when Meta was still an option for advertisers.

Intensifying Platform Rivalry

Meta’s actions against TikTok reflect the intensifying competition in the digital landscape between these two companies, according to Kate Black, vice president of social media strategy at Horizon Media. “For marketers, this is yet another signal to be agile and build balanced media strategies—avoid putting all your eggs in one basket,” she stated.

The exclusion of TikTok from Meta’s platforms isn’t unprecedented. Other companies like Amazon have previously denied competitors the opportunity to advertise, and Twitter curtailed users’ ability to link to their accounts on social media platforms, including Instagram and Mastodon, labeling it as “free promotion” toward the end of 2022.

A Meta spokesperson mentioned, “Refusing to provide promotional services to a competitor is a standard business practice across various industries.”

These changes by Meta will influence advertising policies in the United States, Canada, Egypt, Indonesia, Japan, Thailand, and Vietnam.

For Meta, a company that reported revenues of $117 billion in the first half of 2026, the loss of a single advertiser is unlikely to be severely impactful. However, Sensor Tower data indicates that TikTok and ByteDance were prominent advertisers within Meta’s applications.

Meta will also forfeit advertising revenue from external marketers linking to TikTok or other ByteDance services, which further compounds potential losses. Direct-to-consumer brands seeking to direct potential customers to TikTok Shop will also be affected.

Living Without Meta

The loss of access to Meta’s over 3 billion monthly users is a significant setback for TikTok. Like other social media giants, TikTok is driven by a strong motivation to continue growing. Advertising aimed at new users and encouraging app downloads is a core part of that strategy, much like Meta uses it to promote its own applications like Instagram.

A TikTok user acquisition employee, James Gao, recently posted on LinkedIn, appealing for contacts with available advertising space that could assist the company in meeting its objectives.

Black from Horizon Media noted that while Meta controls a significant portion of social media budgets, there are numerous viable alternatives available, such as Google, YouTube, and Pinterest. Marketers are increasingly turning to other platforms, including Snapchat and Reddit, for effective advertising strategies.
