Negotiations Between U.S. Officials and Ukraine’s Zelensky Expected in Norway

Meetings involving U.S. officials and Ukrainian President Volodymyr Zelensky are reportedly scheduled to take place in Norway, as tensions between Washington and Kyiv escalate. While two sources indicate that Zelensky will attend, they caution that the schedule is tentative and subject to change.
According to reports, these meetings come in response to Ukraine’s concerns over limitations regarding the Starshield military satellite system, reduced intelligence sharing, and delays in the delivery of missiles for Patriot air defense systems previously funded by other nations.
Zelensky addressed these issues on Telegram on October 19, stating, “There are political agreements that have not been executed at the operational level. Additionally, there are delays involving certain critical supplies from the U.S. Department of Defense.”
One of the sources noted that U.S. Defense Secretary Pete Hegseth has yet to approve the delivery of the latest package of American weapons acquired under NATO allies’ Prioritized Ukraine Requirements List (PURL). However, it remains unclear whether this package includes Patriot missiles.
Context
- On October 19, former U.S. President Donald Trump criticized Zelensky again, suggesting that someone else should handle negotiations to end the war on behalf of Ukraine. This was in response to Zelensky’s comments about Trump’s choice in siding with a particular historical narrative.
- Ukrainian media have reported that the U.S. is demanding that Ukraine withdraw troops from the Donbas region without offering anything in return.
