New Booking Criteria to Be Implemented by Ukrainian Government
The Ukrainian Ministry of Economy is preparing to implement new booking criteria, as confirmed by members of parliament. Currently, 100% of employees in the defense and energy sectors are booked, but this will be reduced to a maximum of 85%. For utilities such as heating, water supply, and waste management, the booking percentage will drop from 75% to 60%.
The calculation base for determining critical employees will also be reduced from 50%. Those previously eligible for deferrals, including students, caregivers, and parents of three children, will no longer be counted. For example, a workforce of 100 with 50 booked employees will change to 80 employees with 40 booked.
A new Coordination Center will be established under the Cabinet of Ministers, which will include representatives from the Security Service of Ukraine (SBU), Military Intelligence (HUR), Foreign Intelligence (SZR), and the National Police. This center will have the authority to recommend critical status for sectors, as well as limits exceeding 50%. Additionally, it can recommend the withdrawal of this status. There are currently no established timelines, criteria, or processes for appeals.
By October 20, all ministries and regional administrations will revise the sectoral criteria for determining “criticality.”
