Russia has issued a warning to NATO, indicating that it is prepared to utilize its nuclear arsenal if the North Atlantic Alliance attempts to isolate Kaliningrad, a Russian exclave on the Baltic Sea.
In a document shared with NATO and obtained by Reuters, Moscow accused the alliance of engaging in “dangerous and reckless conduct,” which it claims poses “high risks of an outbreak of direct armed conflict.” The document states that in the event of any escalation, Russia reserves the right to carry out “strikes against decision-making centers in NATO member states right from the onset of the conflict.”
The text, classified as a “non-paper”—a diplomatic term for an informal document—declared, “Russia will be prepared to use its full arsenal of forces and capabilities, including nuclear weapons, to defend its territory in case NATO countries attempt any actions aimed at isolating the Kaliningrad region from the rest of the country.”
Escalating Tensions Between Russia and NATO
Alongside its private warning, Russian embassies in at least three European nations have issued statements over the past three days, accusing NATO of escalating tensions through military exercises and planning scenarios involving Kaliningrad. However, Russia has denied Western claims that it poses a threat to Europe.
The embassy statements asserted that Russia does not intend to attack NATO countries but warned that any aggression against Kaliningrad—a heavily militarized Russian territory located between Poland and Lithuania—would provoke the strongest possible response.
Reuters notes that these warnings highlight a significant increase in tensions between Russia and European nations, which accuse Moscow of intensifying a “hybrid war” on the continent through actions such as sabotage and arson.
Russia refutes these allegations and dismisses repeated claims from Western politicians that it is preparing for a potential military attack on a NATO country.
NATO Condemns Russia’s Irresponsible Nuclear Rhetoric
Allison Hart, NATO’s spokesperson, confirmed that Russia provided the alliance with an informal document, but did not disclose its contents. “We have issued a response, emphasizing that NATO is a defensive alliance and that none of our activities or exercises pose a risk to any part of Russia. We firmly condemn the threat of using force, including any irresponsible nuclear rhetoric. We call on Russia to end the war in Ukraine,” she stated.
A senior European defense official remarked, “This is the first time since the end of the Cold War that Russia has threatened us in this manner. Therefore, it is serious.” Another diplomat told Reuters, “I would say that Russia’s letter is just another attempt to intimidate Europeans, and NATO’s response is firm and responsible, reaffirming that we will not be deterred from supporting Ukraine.”
