In response to a journalist’s question regarding whether Ukrainian leaders and military commanders have any “immunity” from Russian strikes, President Vladimir Putin stated, “As you can see, we do not carry out such strikes.” He emphasized that Moscow needs “some people” for negotiations, should the Ukrainian leadership wish to address issues peacefully.
